2020: Appointment as Head of the Ministry of Health of the Irkutsk Region

In November 2020, the Governor of the Irkutsk Region Igor Kobzev signed a decree appointing Yakov Sandakov as the head of the regional Ministry of Health. Prior to this appointment, he worked as the chief physician of the city polyclinic No. 109 of Moscow.

Earlier, she was removed from her post during an official check in connection with the initiation of a criminal case on the fact of the supply of poor-quality medical masks to medical institutions in the region.[1]

2022: Detention in the case of a bribe of 7 million rubles

On November 16, 2022, it became known about the detention of Yakov Sandakov. The former Minister of Health is suspected of receiving a bribe in the amount of 7 million rubles.

According to the press service of the Investigative Committee of Russia, the bribe was intended for assistance in concluding a state contract between the Ministry of Health of the Irkutsk Region and a commercial organization for the supply of endoscopic systems worth more than 150 million rubles. In total, seven defendants are involved in the case.

2023

New criminal case - about a bribe of 1 million rubles

In April 2023, 2023, it became known about the initiation of a second criminal case against the former Minister of Health of the Irkutsk Region, Yakov Sandakov, under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (taking a bribe on an especially large scale).

According to investigators, in 2021, the Minister of Health of the Irkutsk Region received funds in the amount of 1 million rubles from the head of the health care institution. The bribe was intended for the commission of actions within the official powers of the minister, in the interests of the institution. Details of the agreement, the name of another person involved and the name of the clinic were not disclosed.

In a criminal case, investigators of the Investigative Committee are conducting the necessary investigative actions. The investigation of the criminal case continues, the press service of the Investigative Department of the Investigative Committee for the Irkutsk Region reported on April 24, 2023.

By April 2023, from mid-November 2022, Yakov Sandakov is in jail in the case of a bribe of 7 million rubles. The measure of restraint for the ex-official was extended several times, including until June 11, 2023.

The name of the company that appears in the case is not disclosed in the UK. According to the unified information system in the field of procurement, the tender for the supply of endoscopic systems was placed by the Ministry for the Regulation of the Contract System in the Field of Procurement of the Irkutsk Region in May 2021 (the declared initial maximum contract price was 269.8 million rubles). Initially, the contract for 153.8 million rubles was concluded with Medical Group LLC in July of the same year, but in October it was terminated by agreement of the parties. In November 2021, a contract for 155.1 million rubles was signed with Endomarket LLC, in April 2022 it was executed.[3]

Third criminal case - money laundering

Former Minister of Health of the Irkutsk Region Yakov Sandakov was charged with a new criminal case against him. The press service of the regional investigation department of the TFR announced this on June 6, 2023.

According to the investigation, in the spring of 2022, Yakov Sandakov, in order to disguise the connection of legalized funds received by him as bribes, totaling 8 million rubles, gave the legitimate form of ownership, use and disposal of these funds, by performing a number of transactions with securities on the MICEX trading platform. Subsequently, with cash from the sale of securities, he acquired an apartment located in Moscow.

As a result, the second department for the investigation of especially important cases of the Investigative Directorate of the Investigative Committee of Russia in the Irkutsk Region, based on the materials of the FSB of Russia in the Irkutsk Region, the Main Directorate of the Ministry of Internal Affairs of Russia in the Irkutsk Region, as well as on the basis of the results of a financial investigation of the MRU Rosfinmonitoring in the Siberian Federal District, another criminal case was initiated against the former head of the Ministry of Health of the Angara Region. He is suspected of committing a crime under paragraph "b" of Part 4 of Art. 174.1 of the Criminal Code of the Russian Federation (legalization (laundering) of funds acquired by a person as a result of a crime committed by him, on an especially large scale), reported in the Investigation Department of the TFR in the Irkutsk region.

They also added that the investigators of the UK are conducting the necessary investigative actions aimed at identifying other facts of criminal activity. The investigation is ongoing by June 6, 2023.[4]
