2020: Appointment as Head of the Ministry of Health of the Irkutsk Region
In November 2020, the Governor of the Irkutsk Region Igor Kobzev signed a decree appointing Yakov Sandakov as the head of the regional Ministry of Health. Prior to this appointment, he worked as the chief physician of the city polyclinic No. 109 of Moscow.

The previous head of the Ministry of Health Natalya Lebedeva wrote a letter of resignation on November 11, 2020. Earlier, she was removed from her post during an official check in connection with the initiation of a criminal case on the fact of the supply of poor-quality medical masks to medical institutions in the region.[1]
2022: Detention in the case of a bribe of 7 million rubles
On November 16, 2022, it became known about the detention of Yakov Sandakov. The former Minister of Health is suspected of receiving a bribe in the amount of 7 million rubles.
According to the press service of the Investigative Committee of Russia, the bribe was intended for assistance in concluding a state contract between the Ministry of Health of the Irkutsk Region and a commercial organization for the supply of endoscopic systems worth more than 150 million rubles. In total, seven defendants are involved in the case.
In 2022, after the scam was committed, Sandakov received money. However, by this point he had already resigned.
According to Kommersant, Yakov Sandakov is involved in another criminal case initiated in September 2022 on the grounds of a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud). The main person involved in the case is one of the heads of the department of the regional Ministry of Health.
A man aware of the upcoming purchase of equipment for a medical institution, with the help of employees of the Ministry of Health entrusted to him, artificially overestimated the initial price of the contract by using fake commercial offers from organizations. In the future, the firm won the auction and delivered equipment to the hospital at an inflated market value. 2023
New criminal case - about a bribe of 1 million rubles
In April 2023, 2023, it became known about the initiation of a second criminal case against the former Minister of Health of the Irkutsk Region, Yakov Sandakov, under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (taking a bribe on an especially large scale).
According to investigators, in 2021, the Minister of Health of the Irkutsk Region received funds in the amount of 1 million rubles from the head of the health care institution. The bribe was intended for the commission of actions within the official powers of the minister, in the interests of the institution. Details of the agreement, the name of another person involved and the name of the clinic were not disclosed.
In a criminal case, investigators of the Investigative Committee are conducting the necessary investigative actions. The investigation of the criminal case continues, the press service of the Investigative Department of the Investigative Committee for the Irkutsk Region reported on April 24, 2023.
By April 2023, from mid-November 2022, Yakov Sandakov is in jail in the case of a bribe of 7 million rubles. The measure of restraint for the ex-official was extended several times, including until June 11, 2023.
The name of the company that appears in the case is not disclosed in the UK. According to the unified information system in the field of procurement, the tender for the supply of endoscopic systems was placed by the Ministry for the Regulation of the Contract System in the Field of Procurement of the Irkutsk Region in May 2021 (the declared initial maximum contract price was 269.8 million rubles). Initially, the contract for 153.8 million rubles was concluded with Medical Group LLC in July of the same year, but in October it was terminated by agreement of the parties. In November 2021, a contract for 155.1 million rubles was signed with Endomarket LLC, in April 2022 it was executed.[3]
The third criminal case is money laundering
Former Minister of Health of the Irkutsk Region Yakov Sandakov was charged with a new criminal case against him. The press service of the regional investigation department of the TFR announced this on June 6, 2023.
According to the investigation, in the spring of 2022, Yakov Sandakov, in order to disguise the connection of legalized funds received by him as bribes, totaling 8 million rubles, gave the legitimate form of ownership, use and disposal of these funds, by performing a number of transactions with securities on the MICEX trading platform. Subsequently, with cash from the sale of securities, he acquired an apartment located in Moscow.
As a result, the second department for the investigation of especially important cases of the Investigative Directorate of the Investigative Committee of Russia in the Irkutsk Region, based on the materials of the FSB of Russia in the Irkutsk Region, the Main Directorate of the Ministry of Internal Affairs of Russia in the Irkutsk Region, as well as on the basis of the results of a financial investigation of the MRU Rosfinmonitoring in the Siberian Federal District, another criminal case was initiated against the former head of the Ministry of Health of the Angara Region. He is suspected of committing a crime under paragraph "b" of Part 4 of Art. 174.1 of the Criminal Code of the Russian Federation (legalization (laundering) of funds acquired by a person as a result of a crime committed by him, on an especially large scale), reported in the Investigation Department of the TFR in the Irkutsk region.
They also added that the investigators of the UK are conducting the necessary investigative actions aimed at identifying other facts of criminal activity. The investigation is ongoing by June 6, 2023.[4]
Transfer from pre-trial detention center to house arrest
On December 27, 2023, the Investigation Department of the Investigative Committee of the Russian Federation for the Irkutsk Region announced the completion of the investigation of the criminal case against the former head of the Irkutsk Ministry of Health, Yakov Sandakov. At the request of the investigating authorities, the official was transferred from the pre-trial detention center to house arrest.
Sandakov is accused of committing crimes under Part 6 of Art. 290 (taking a bribe on an especially large scale), paragraph "b" part 4 of Art. 174.1 of the Criminal Code of the Russian Federation (legalization of funds acquired by a person as a result of committing a crime, on an especially large scale), part 1 of Art. 293 of the Criminal Code of the Russian Federation (negligence), part 3 of Art. 285 of the Criminal Code (abuse of power).
According to the case file, Sandakov in December 2021 received part of a bribe in the amount of 1 million rubles from one of the heads of institutions subordinate to the Ministry of Health for committing actions within the official powers of the minister in the interests of the institution. In February 2022, he received a bribe in the amount of 7 million rubles from the heads of a commercial organization for "the previously promised provision of competitive advantages during the planned auction for the purchase of medical equipment." After that, the official made a number of operations to legalize funds, and then purchased an apartment in Moscow with the money received.
It was also established that in 2021 Sandakov improperly fulfilled his official duties, not providing the necessary drugs and medical devices for minor children with disabilities suffering from diabetes.
On November 17, 2022, by a court decision, Sandakov was sent to a pre-trial detention center for two months. Subsequently, this preventive measure was repeatedly extended, but then the court softened it and sent the official under house arrest. The volume of the criminal case amounted to 73 volumes. Investigators questioned 86 victims and more than 80 witnesses, and Sandakov's property was seized.[5]
2024: Sentence - 18 years in prison for bribe
On September 12, 2024, the Kirovsky District Court of Irkutsk sentenced the former Minister of Health of the region, Yakov Sandakov. For bribes and abuse of office, the official was sentenced to 18 years in prison.
According to the case file, in 2021, Sandakov, acting as Minister of Health of the Irkutsk Region, had information about the upcoming purchase of medical equipment for the regional clinical hospital. During the tender, he provided competitive advantages to a certain commercial organization, which supplied products at a deliberately inflated cost. As a result, the regional budget suffered damage in the amount of more than 14 million rubles.
In addition, as established by the investigation, in February 2022, Sandakov received a bribe in the amount of 7 million rubles from the heads of the supplier organization for competitive advantages at an auction for the purchase of endoscopic equipment for 35 healthcare institutions in the region. The official also received 1 million rubles for the extension of powers to the head of the subordinate medical institution. In order to legalize these funds, the defendant made a number of operations for the purchase and sale of securities, and also purchased an apartment in Moscow.
Sandakov was found guilty under Part 3 of Art. 285 of the Criminal Code of the Russian Federation (abuse of office), part 6 of Art. 290 of the Criminal Code of the Russian Federation (taking a bribe), paragraph "b" of part 4 of Art. 174.1 of the Criminal Code of the Russian Federation (legalization of funds acquired by a person as a result of committing a crime). The court sentenced the former Minister of Health of the Irkutsk Region to imprisonment for a term of 18 years with serving in a maximum security correctional colony. He will also have to pay a fine of 80 million rubles. Sandakov will not be able to hold senior positions in the public service, in local self-government bodies related to the implementation of organizational, administrative and administrative functions for two and a half years.[6]
