2021: The Ministry of Finance prepares the federal law draft which assumes creation of GIS of accounting of condemned property

Ministry of Finance prepares the Federal Law project which assumes creation state of an information system (GIS) accounting of the arrested confiscated and other states property withdrawn and subject to the address to property. It became known on January 21, 2021. Creation of GIS is provided by the road map accepted Government of the Russian Federation in November, 2020.

Public discussion of the project Federal Law "About Introduction of Amendments to the Code of Criminal Procedure of the Russian Federation" will take place till February 2, 2021. The developer of the document - the Ministry of Finance, the collaborator - the Ministry of Internal Affairs of the Russian Federation. Action of the regulatory legal act will extend to the federal executive authorities performing storage, accounting and transfer of the objects withdrawn during verification of messages about crimes or preliminary inquiry, but not recognized as physical evidences yet. Creation of GIS is provided by the Actions plan (road map) for creation of GIS of accounting of the arrested confiscated and other state of property withdrawn and subject to the address to property which is approved by the order of the government on November 16, 2020.

There is no unified information system of accounting of such property. The purpose of creation of GISUI - ensuring the principles of transparency and traceability of each stage of work with property from the moment of its withdrawal to the actual order. It will provide control of such activity from the controlling and supervisory authorities and also will make work with property open and available. Creation of a regulatory framework will not demand an investment of budgetary funds, - the press service of the Ministry of Finance of the Russian Federation[1] reported].

2020: Creation of a system of accounting of the arrested and condemned property

On November 27, 2020 the Ministry of Finance of the Russian Federation announced the beginning of creation of a system of accounting of condemned property. Department will be engaged in this project together with Rosimushchestvo, Federal Treasury and Mintsifra.

According to Mifin's press service, the ministry started formation of a regulatory framework for creation of a system of accounting of condemned property. Creation of such base assumes the actions plan on creation state of an information system (GIS) accounting of the arrested confiscated and other state of property withdrawn and subject to the address to property.

The Ministry of Finance of the Russian Federation develops a system of accounting of condemned property

A system will facilitate control over the property withdrawn in the property of the state, will allow to systematize the available data — words of the head of department of regulation of the property relations of the Ministry of Finance of the Russian Federation Andrey Vorontsov are cited.

The actions plan ("the road map) for creation of the state information system of accounting of the arrested confiscated and other state of property withdrawn and subject to the address to property is approved by the order of the Government of the Russian Federation in November, 2020 earlier.

Among actions of the road map there is an integration of uniform automated information system of customs authorities of FCS of Russia and FSSP of Russia with a federal state information and analytical system of Rosimushchestvo "A single system of management of state property" regarding data exchange about the turned into the property of the state and other withdrawn property.

In 2021-2022, according to the plan of the Ministry of Finance, the law on creation of GIS of accounting of condemned property will be developed and adopted and also necessary changes are made to subordinate legal acts. Creation and start of the system is planned in 2023-2024.

The President of Russia Vladimir Putin charged to develop and start the IT system of accounting of condemned property. He set the task to provide accounting and traceability of the movement of such property at all stages of the order to them, noted in the Ministry of Finance.^[2]
