On June 17, 2022, RuSat Infrastructure Solutions JSC (RIR, part of Rosatom State Corporation) announced the development of the Yuzhno-Sakhalinsk digital transformation project . As a result of joint efforts of the RIR and the city administration, not only digital services were created, but also a full-fledged roadmap for changes that continue to take place in 2022 was formed. One of them is the creation in the structure of a special MKU "Municipal Center for Digital Transformation of the Administration of the City of Yuzhno-Sakhalinsk," which implements the functions of the competence center in the field of digital transformation. The main goal of the center's activities is to increase the efficiency of municipal management and mechanisms for interaction with the population and local communities through the transformation of municipal management based on the use of digital technologies.

In 2020, RIR acted as a partner of the city administration when creating the system. The project "Comprehensive preparation of the municipality for digital transformation" made it possible for the city to faster and better provide services to residents (with the previous number of specialists), reduce budget costs, and reduce time losses.

As a result of the project, an analysis was carried out and the cost of 1200 working operations of employees of the municipality was calculated. Of these, 240 operations were selected, ranked by the degree of payback of the use of digital solutions. Ten end-to-end processes are converted to turnkey electronic format, which increased their speed by an average of 2.7 times. 30 people joined the change support team, they were trained and continue to work on the digital transformation of the municipality.

In 2022, the digital transformation of the municipality of Yuzhno-Sakhalinsk is being implemented in three basic areas. Personnel policy is aimed at changing approaches to managing human resources. The organizational component is designed to gradually rebuild the usual management principles. The technical component is aimed at introducing digital technologies. The main tasks of the center are system management, coordination of activities for the implementation of a set of measures in the municipality, development and implementation of strategic planning documents, implementation of the functions of the competence center in the field of digital transformation.

The project of comprehensive preparation of the municipality for digital transformation was carried out on the basis of its own RIR methodology - Lean Smart City, which includes a systematic analysis of processes, identification and reduction of time and financial losses, transfer of processes to the target state and then to electronic form. Thus, the effect of digitalization is achieved, which is expressed both in cost savings and in increasing the speed of municipal services provided to the population.

Finalizing Preparations for Digital Transformation

In Yuzhno-Sakhalinsk, a project has been completed to prepare for the digital transformation of the municipality, implemented by the city administration together with Rusat Infrastructure Solutions JSC (RIR, part of Rosatom State Corporation), which was announced by the latter on December 29, 2020. As a result, part of the work of the divisions of the mayor's office was transferred to electronic format, the volume of paper document circulation was reduced, further directions of digitalization of processes and municipal services were determined. The measures taken have already made it possible to free up more than 10 million rubles, which will be used to improve the city and social needs.

Preparation for digital transformation was carried out on the basis of the Lean Smart City methodology, an in-house development of RIR. It includes system analysis of processes, identification and reduction of time and financial losses, transfer of processes to the target state and then to electronic form. Thus, a positive effect from digitalization is achieved, which is expressed both in cost savings and in increasing and speeding up municipal services provided to the population. According to the results of earlier similar projects in other cities, the total savings of the city budget after the implementation of Lean Smart City events reach 7 percent per year.

Digital transformation in Yuzhno-Sakhalinsk is going in several interconnected directions. The first is the digitalization of the urban environment, the introduction of smart devices in housing and communal services, intelligent management of transport infrastructure, and so on. The second is internal digitalization, that is, the transfer to a higher level of our internal processes, which, in the end, should make the work of the municipality more productive, and the provision of all municipal services more comfortable for citizens. The implementation of the project made it possible to take a big step in this direction and form a significant reserve for further work in 2021, - said the mayor of Yuzhno-Sakhalinsk Sergey Nadsadin.

As a result of the project, an analysis was carried out and the cost of 1200 working operations of employees of the municipality was calculated. The important thing is that throughout the time we felt a constant involvement of the management and employees of the municipality. As a result, together in a short time, we not only analyzed the processes and created digital services, but also formed a full-fledged roadmap for subsequent changes in the mayor's office. Digital transformation of Yuzhno-Sakhalinsk

On December 9, 2020, RIR (RuSat Infrastructure Decisions) announced that Lean Smart City (LSC) technology allows an average of 3-6 times to increase the speed of processes in the municipality and significantly improve the quality of services provided to the population. The corresponding changes, in particular, were achieved in the municipality of Yuzhno-Sakhalinsk, where since the middle of the year a joint project of the mayor's office and RuSat Infrastructure Solutions JSC has been implemented to prepare for the digital transformation of the municipality based on LSC technology.

During the project of preparation for the digital transformation of the municipality, ten end-to-end processes are translated into electronic format. Of these, electronic services have already been created in five processes and transferred to trial operation. Among them are "Work with citizens' appeals," "Prevention of violations of the rules of improvement," "Certification of municipal employees" and others. The time of the process after optimization, creation of the target model and conversion to digital format was reduced by an average of 3-6 times.

This is possible when Lean Smart City technologies are used. Plan for optimizing interaction with residents through social networks

In preparation for the digital transformation of the municipality of Yuzhno-Sakhalinsk, the process of working with messages from city residents on social networks will be optimized and automated. This was announced on August 18, 2020 in the company "RuSat Infrastructure Solutions." As expected, this will improve the quality of interaction with residents of the city.

As of August 18, the processing of requests from South Sakhalin residents entering social networks in the accounts of the administration and the mayor of the city, transfer to a specialized unit, control of execution and further interaction with citizens takes place almost manually. Specialists process about 70 messages per day. At the same time, the process of passing the application from the moment of receiving a citizen's appeal to the work and report proceeds with a number of difficulties that will help minimize digitalization.

The start of training in the technology of a "lean smart city"

In the mayor's office of Yuzhno-Sakhalinsk, in preparation for the digital transformation of the municipality, employee training began. The first educational session was attended by 23 people. On a daily basis, such sessions will be held for all 600 employees of the municipality. Experts from the operator of the digital transformation project, RuSat Infrastructure Solutions JSC (RIR, part of Rosatom State Corporation), are training. RIR announced this on July 16, 2020.
