In April 2023, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation summed up the results of the tender for the revision of the federal state information system "Register of Mandatory Requirements" (FSIS ROT). The only contender for the execution of the order was Embedika LLC, and a contract for 151.5 million rubles was signed with him.

As part of the update of the FSIS, it is planned that information on the content of mandatory requirements, acts by which they were approved, liability for their violation will be posted on the public portal. In addition, the service will tell entrepreneurs how to comply with the law. The register is also planned to be integrated with other systems, including the Unified Register of Control and Supervisory Measures (ERKNM).

Embedica for 151.5 million rubles will be engaged in the revision of FGIS ROT

For two years of the existence of the register, information was entered into it about the mandatory requirements checked within the framework of the most mass types of control. In accordance with the adopted resolution, this year it is planned to enter information on mandatory requirements for all types of federal control and supervision into the register.

The register is implemented in the form of an information system that is integrated with systems in the field of control and supervisory activities. Thus, control measures at the federal level either already have a strict digital link to norms and requirements for business, or will receive it by the end of 2023. This will allow analyzing information on the quality of requirements and procedures, including on the basis of data from entrepreneurs, which are received through the service of complaints about decisions of control bodies on the State Public services portal.

In January 2023, Prime Minister Mikhail Mishustin signed a decree expanding the list of areas for which information is entered in the register of mandatory requirements for business. This measure is aimed at improving the quality of control and supervisory activities to reduce the administrative burden on business. By that time, information on 373 thousand requirements checked under 15 types of control and 51 types of permitting activities was entered in the register of mandatory requirements.[1]

The Ministry of Digital Engineering launched GIS of mandatory business requirements within the framework of state control

In early March 2021, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation announced the launch of a register of mandatory requirements for business within the framework of state control. We are talking about the federal state information system (FGIS), designed to implement the mechanism of the "regulatory guillotine" in the field of control and supervisory activities.

The main goals of the register, launched into trial operation, are named:

  • systematization of mandatory requirements contained in regulatory legal acts (NPA);
  • maintenance of an up-to-date electronic database of such NPAs;
  • informing stakeholders about mandatory requirements.

The information contained in the register will be posted on a specialized public portal, the work of which will be provided by the Ministry of Digital Science until July 1, 2021. These tools are designed to help businesses comply with mandatory requirements, explained the deputy head of the department Oleg Kachanov, whose words are quoted by the press service of the Ministry of Digital Science.

The register, which is being worked on jointly with the Ministry of Economic Development of Russia, allows you to promptly inform the Government of the Russian Federation about the progress in the implementation of the "regulatory guillotine" in terms of revising acts with mandatory requirements.

According to the State Secretary - Deputy Minister of Economic Development of the Russian Federation Alexei Khersontsev, within the framework of the pilot project, the first steps will be taken to highlight the mandatory requirements and their systematization. After the completion of the experiment with five federal executive bodies, it is planned to scale the FSIS for the activities of other authorities engaged in control, supervisory and permitting activities.

The first stage of creating a register of mandatory requirements for business within the framework of state control

On January 27, 2021, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation announced the completion of the first stage of work on the creation of an information system implementing the mechanism of the "regulatory guillotine" in the field of control and supervisory activities - the Register of mandatory requirements for business within the framework of state control.

The created system acts as a single platform for communication of working groups, experts, representatives of FOIV regulators, control and supervisory bodies and the Analytical Center under the Government of the Russian Federation and reduces the time for the development and consideration of regulatory legal acts containing mandatory requirements.

Among the functional capabilities of the system are planning and holding face-to-face and absentee meetings of working groups, taking into account plans and schedules for the development of regulatory legal acts (NPA), monitoring the stages of approval of draft acts and intelligent tools for searching and analyzing documents.

The system also allows you to automatically recognize mandatory requirements in the NPA texts and check them for duplication using modern data analysis and machine learning technologies. This simplifies the processes of filling and keeping the Mandatory Requirements Register up to date.

This decision for January 2021 automated the activities of 43 working groups, 3.5 thousand users with more than 10 thousand are already working in the system. NPA. During the pandemic, remote work was organized to ensure more than 800 absentee meetings with the possibility of voting by members of working groups and co-chairs, as well as the formation of meeting minutes.

In the future, it is planned to create a public portal to help businesses comply with mandatory requirements. This portal will be integrated with the Registry.
