On February 5, 2021 the Center of document handling and work with the population in the Government of the Nizhny Novgorod Region was open. The project is implemented by JSC Greenatom in cooperation with the Government of the Nizhny Novgorod Region. Then also announced Greenatom it.

The CEO of ROSATOM State Corporation Alexey Likhachyov and the governor of the Nizhny Novgorod Region Gleb Nikitin participated in the opening ceremony of the Center.

The center of document handling and work with the population represents uniform body in which functions of work with citizens' appeals and personnel office-work of the administrative machine of the Nizhny Novgorod Region are centralized. The efficiency is reached due to use of the relevant IT systems approved in work of JSC Greenatom, general service center of ROSATOM State Corporation. The opened Center is the first experiment of Greenatom on large-scale replication of technologies of the general service center for state authorities.

All citizens' appeals regardless of a subject and the carrier move through the system of "One window" now, the transparent system of tracking of documents is provided, the possibility of their loss is completely excluded. In addition, the Center processes outgoing documents, protocols, orders and internal correspondence of executive authorities.

We carry out systematic work on increase in efficiency of activity of public authorities in the region. Creation of the center of document handling and work with the population - one of natural stages. Experience of our cooperation with Rosatom state corporation and program implementations "The effective region" was the basis. In a year in structures of the government of the region about one million documents and more than 160 thousand citizens' appeals are processed. Many employees were always involved in work with documents. Such specialists are in each authority, and, in fact, often their functions were duplicated. Thanks to the center of document handling we avoided these intersections. About 120 rates of government employees were released. There was an opportunity to direct additional people to practical sections of work. At the same time we observe considerable reduction - approximately twice - document registration time. By one and a half times performance of work of specialists increases. About 3.5 thousand documents, in a month – about 80 thousand are daily processed. So thanks to this project we close requirements of all authorities, – Gleb Nikitin told.

For many years Rosatom builds production processes in State corporation, and we saved up competences on work with document flow, personnel office-work, centralization and automation of financial activities. We conduct own development of the IT solutions allowing to increase efficiency of these processes. In fact this project is a symbiosis of model of the general service center, the Production system Rosatom and digitalizations. It is sure that the experience of cooperation with the Government of the Nizhny Novgorod Region will be successful, and we will be able to replicate our best practices also in other regions, - Alexey Likhachyov noted.
