2021: Modernization of Personal Data Protection System

On March 9, 2021, Softline announced that it had improved the information security system in the GBUZ of the Stavropol Territory "Neftekumsky District Hospital" and in all medical and preventive institutions related to it. The provider's specialists delivered, implemented and commissioned personal data protection systems at all sites of the outpatient network of the district hospital.

According to the company, software and hardware complexes and specialized software from manufacturers of NPO Echelon, InfoTeKS, Security Code and Kaspersky Lab were selected for the implementation of the large-scale project. These solutions will ensure the proper level of protection of the Neftekum Hospital personal data information system from most modern cyber threats, including when working as medical personnel in a single state health information system. Thus, the protection of personal data of customers is ensured in full compliance with Federal Law No. 152-FZ "On Personal Data."

In connection with the launch in the Stavropol Territory of the regional project "Creating a single digital circuit in healthcare on the basis of a single state health information system (EGISZ)," in 2021 protected data transmission networks will be created, to which at least 80% of the geographically allocated structural units of medical organizations (including feldsher and feldsher-obstetric centers) will be connected. The purpose of the project is the introduction of specialized information systems in medical organizations that meet the requirements of the Ministry of Health of Russia, as well as the development of state information systems that provide information interaction with the subsystems of EGISZ.

The implementation of this regional project required the strengthening of the existing information security system in the Neftekum Republic of Belarus and the modernization of the local infrastructure of the medical institution. To fulfill this large-scale task, it was necessary to choose a reliable IT partner with developed industry expertise, for which the management of the Republic of Belarus announced open bidding. During the competition, the global provider of IT solutions and services Softline won. Softline needed to select such means of endpoint (node) protection and cryptographic protection that would fully meet the requirements of Federal Law No. 152-FZ.

In the process of communication with the client and on the basis of the network map provided to them, we analyzed the current state of the existing infrastructure of all sites of the Neftekum hospital. Criteria were also identified that the means of protection should meet, and the information necessary level of security was determined to comply with the requirements of the Federal Law "On Personal Data." To modernize the existing medical facility system, we proposed to use the products of domestic vendors, the cost of which did not exceed the costs included in the customer's IT budget. Among these solutions are a hardware and software system for detecting network data, attacks information security tools, a system for comprehensive security analysis,. anti-virus software Despite the fact that it was necessary to equip 27 sites of hospital departments dispersed in the area, the Softline team delivered and launched all equipment and software in the shortest possible time - in just 2 weeks. Thus, effective protection of personal data of patients was organized.

With the help of Softline, the modernization of our information security system was carried out in compliance with all the conditions of the state contract and within the established time frame. The provider's experts were able to choose reliable and effective means of information protection that fully meet the strict requirements of the regulators and comply with Federal Law No. 152-FZ. Now our infrastructure is fully ready for the implementation of a regional project aimed at building cooperation between medical organizations on the basis of a single state information system in the field of health. Of course, all this will serve as another incentive to accelerate the digital transformation of the industry and create the necessary conditions for citizens to use electronic and healthcare services in our region.
