Fokin was detained on January 23 on Trubnaya Square in Moscow when he gave interviews to journalists. The former general director of the Center for Innovative Development of Moscow went on a hunger strike on January 25 after the court appointed him 28 days of arrest, finding him guilty of repeated violation of the procedure for holding shares (part 8 of Article 20.2 of the Administrative Code).

In a letter from the special detention center, Konstantin Fokin explained his decision to go on hunger strike with the need to "peacefully protest":

We have many reasons for protest. The very right to (peaceful) protest is one of them. Very important. Maybe the most important thing. Like other rights, it itself will not fall from the sky, it must be fought for. The best way to fight is to continue to protest peacefully. In any available forms. Under arrest, the choice of such forms is small.
