Duarte Blythe Construction Consultants was organized by Carlos Abreu Duarte and Andrew Blythe in Moscow and London in September 2011. Carlos (since 1991) and Andrew (since 1995) have many years of experience working in senior leadership positions in projects in Russia and the CIS.

The company "D.B.S. Consultants" has membership in SRO with permission to perform engineering surveys, design and construction, including especially dangerous, technically complex and unique capital construction facilities. The company has a professional liability insurance policy from the insurer AIG with a liability limit of $2 million.

In 2012, the Company also joined the RLB EuroAlliance Alliance, which is a network of professional partner organizations in 18 European countries that provide high-quality professional services locally, using knowledge and experience from the region. DBC Consultants represents the Russian Federation, the Republic of Kazakhstan and the Republic of Belarus in this alliance.
