2023: Ministry of Health announced the creation of the system

In November 2023, Deputy Minister of Health of the Russian Federation Tatyana Semenova announced the creation of the Unified State Information System for Accounting for Civil Research, Development and Technological Work (EGISU NIOKTR) and noted that the platform will help consolidate all scientific research in the interests of medicine, carried out at the expense of the Russian budget.

The creation of YEGISU NIOKTR announced

EHISU NIOCTR should become the basis of the system for managing scientific research, which is carried out with the involvement of budgetary funding. It is assumed that this system should provide the authorities with data for a more accurate understanding of the current state of Russian science and increase the effectiveness of its budget financing.

In October 2023, the Ministry of Education and Science published a draft resolution on changing the provision of information to the system - the department proposed to give the federal authorities the right to approve forms of providing additional information, taking into account the peculiarities of the sectors of work and the level of readiness of technologies. In addition, it is proposed to regulate which of the users of the unified information system is authorized to send draft scientific topics and the timing of their provision for examination to the RAS.[1]

2022: Putin signs law creating GIS accounting for R&D

At the end of June 2022, the president Russia Vladimir Putin signed by which he approved the creation of state information system a unified accounting for civil research, opytno­konstruktorskikh and technological work.

As reported on the Kremlin website, GIS is intended for use in order to ensure the management of scientific, scientific, technical and innovative activities, planning, examination, monitoring and evaluation of research, development and technological work of civil purpose, the formation of a unified approach to the management of scientific research and experimental development in all areas of development of science, technologies and civil equipment, which are planned to be carried out and (or) carried out with the involvement of budget funds of the budget system of the Russian Federation.

Putin signed a law on the creation of GIS accounting R&D

At the end of 2022, a decree of the Government of the Russian Federation was signed, according to which the functionality of the information system for recording research work was expanded. As reported, the key participant in the updated system will be the Russian Academy of Sciences (RAS). RAS specialists will check the relevance and validity of scientific research, as well as assess their results. After modernization with the help of this system, it will be possible to conduct not only accounting, but also monitoring of work, plan and coordinate research, as well as assess the feasibility of allocating budget funds for scientific research.

Earlier, the deputy head of the Russian Security Council Dmitry Medvedev said that the total amount of funding for research and development work in the Russian Federation in 2022-2024 under the 34th sectoral state programs should exceed 1.4 trillion rubles.[2]

2021: Introduction of a bill to the State Duma at the initiative of the government

In June 2021, it became known about the creation in Russia of a unified state information system for accounting for civil research, development and technological work. The corresponding bill was submitted by the Government of the Russian Federation to the State Duma.

As Interfax writes with reference to this document, the new system will include data on work begun and already completed, projects for topics of scientific research, plans for scientific work of universities, reports on research activities, including abstract descriptions of defended dissertations with bibliography and information about copyright holders.

A unified state system for accounting for scientific research is being created in Russia

In addition, GIS will include information about who can use the results of research or patents, including data on the availability of an open software license.

According to the authors of the initiative, it is needed to ensure the management of scientific, scientific, technical and innovative activities, which are carried out at the expense of the state or at the expense of budget money. The order of formation and maintaining a system will define the Government of the Russian Federation.

The system will provide a unified approach to the management and state support of scientific research and development of civil purposes in all areas of development of science, technology and technology. In addition, EGIS will become an information system through which the Russian Academy of Sciences will carry out scientific and methodological management of the activities of scientific organizations and higher education organizations.

The bill notes that developments that are protected by commercial or state secrets will not enter the base. The bill was developed in accordance with the plan of legislative activities of the Russian Government for 2021. The GIS operator will be the Ministry of Education and Science.[3]
