On July 23, 2021, it became known that the chief freelance child psychiatrist of the Ministry of Health of the Russian Federation for the Siberian Federal District, the head physician of the Novosibirsk Children's Clinical Neuropsychiatric Dispensary, Valentina Makasheva, left the pre-trial detention center on her own recognizance. At the end of May, she was arrested for two months in the case of embezzlement of 3.3 million rubles. A criminal case was opened against her under Part 4 of Art. 160 of the Criminal Code of the Russian Federation (embezzlement on an especially large scale).

The defense claims that the amount involved in the case was spent on repairs and the needs of the medical institution. Makasheva was arrested in a pre-trial detention center, as investigators feared that she could leave the Russian Federation, as she had an apartment in Spain. In addition, her son lives in the United States.

The appropriation incriminated by Makasheva is a form of theft, which is inherent in an integral element - self-interest. 2023: Sentence - three years probation for embezzlement of 10 million rubles

At the end of October 2023, the Central District Court of Novosibirsk sentenced Valentina Makasheva, the former chief child psychiatrist of the Ministry of Health of the Russian Federation for the Siberian Federal District, the ex-head physician of the regional children's clinical neuropsychiatric dispensary. She was found guilty of embezzlement of budget funds on an especially large scale (part 4 of article 160 of the Criminal Code of the Russian Federation; the maximum punishment is 10 years in prison). The woman was assigned three years probation with a probationary period of two years and a fine of 300 thousand rubles.

According to the investigation, the accused for ten years fictitiously employed employees and received a salary for them. Over the years, the woman illegally received about 10 million rubles.

During the investigation, the accused compensated almost all the damage, paying more than 8.5 million rubles. On the first day of the trial, the doctor pleaded guilty. Before the verdict entered into force, the court retained a preventive measure against Makasheva - a recognizance not to leave the place and proper behavior.

Initially, Valentina Makasheva was placed in a pre-trial detention center, but then the court released her on recognizance not to leave. One of the arguments in favor of detention was the presence of a psychiatrist of foreign real estate - an apartment on the Mediterranean coast in Spain. The Kommersant-Siberia publication noted that initially it was about embezzlement of only 3.3 million rubles. Then Makasheva's lawyer said that his client was accused of embezzling money, which was eventually spent on repairing the dispensary and the needs of the medical institution.[2]
