2021: Arrest in prison security fraud case

In August 2021, the Chertanovsky District Court of Moscow arrested the former head of the PKU "Main Center for Engineering and Communications" FSIN (GTSITOiS) Sergey Tolstov.

The preventive measure will last until the end of September 2021, TASS was told in court. They also said that Tolstov is accused of fraud committed by a group of persons on an especially large scale (part 4 of article 159 of the Criminal Code). The ex-security official faces up to 10 years in prison.

According to a RBC source, the case is related to the supply of elements of an integrated security system. A statement by the Committee against Corruption and Torture Gulagu.net (it was filed with the FSB and the Prosecutor General's Office) said that Stilsoft Trading was the only supplier of equipment for the FSIN. Tolstov's lawyer declined to comment to the publication.

Earlier, Izvestia released material on a criminal case regarding abuse of authority that was imposed on Sergei Tolstov. According to the publication, the case concerns the supply of biometric equipment under state contracts in the amount of 300 million rubles. Investigators questioned the quality of the equipment and transparency of the tender. However, the supplier claims that the equipment was supplied to the FSIN for many years, and no complaints have yet been made about its work. Stilsoft Trading stated that the biometric system is their original development.

The case file alleged that in October 2016, the FSIN communications center announced an auction for the purchase of sets of biometric face recognition systems for checkpoints at protected facilities. The cost of the state contract was estimated at 80 million rubles. According to data from the SPARK database, in 2016-2017, Stilsoft Trading LLC received contracts worth almost 500 million rubles by order of the FSIN.[1][2]
