The application "Mobile KPTS" was created for participants in the Procedure for waste management of construction and demolition in the city of Moscow. Development allows you to indicate the route from the beginning to the end of the movement of the vehicle, permission to move construction and demolition waste, as well as the type of waste transported.

2022: Control over the presence of tent in freight transport with construction waste

On March 21, 2022, the Moscow Department of Information Technology reported that Artificial Intelligence (AI) was taught to automatically recognize and instantly record the absence of tent on vehicles transporting construction waste in Moscow. Since the beginning of 2022, the neural network has been built into the mobile application " Mobile KPTS," which is used at all construction facilities by waste carriers.

Tent on cargo cars is necessary primarily for transportation to be safe: it does not allow construction debris to fall out of the body and create emergency situations on the roads. In addition, grouting can prevent damage to the pavement in the event of large waste falling out of the body.

The digital control system for the disposal of building waste has been operating in Moscow since the fall of 2020. The mobile application used to control the removal of construction and demolition waste replaced at construction sites the control and measurement points (instrumentation) that previously recorded the removal of construction waste. Digital service, unlike stationary instrumentation, does not require installation and maintenance costs, allowing you to reduce financial costs and reduce the number of violations, including those related to the human factor.

The mobile app is available for download on Google Play. The step-by-step instruction, which is posted on the official website of the Moscow Government, describes in detail how to install the application on a smartphone and how to use it. Users of the mobile application are specialists of construction facilities and drivers of transport carrying waste from construction, demolition and soils.

2021: Control over the removal of construction waste in Moscow

On September 2, 2021, the Moscow Department of Information Technology reported that the mobile application Mobile KPTS helped strengthen control over the removal of construction waste in Moscow.

As reported, the digital control system for the disposal of building waste in Moscow was optimized using a mobile application. It replaced stationary control and measurement points, which were installed on construction sites and fixed the removal of soil and construction debris, which reduced budget expenditures and reduced the number of violations.

In pilot mode, the Mobile KPTC application was launched at the end of June 2021 and has already proved its effectiveness.

The mobile application interface is familiar to all construction participants. In addition, unlike instrumentation, it does not require installation, maintenance and dismantling costs. As of September 2021, it is used only at those facilities that are being built as part of a city order. In the pilot mode, the application has already shown an increase in the share of correct, that is, made without violations, flights from 60 to 88 percent, so in the future this practice may be extended to other construction facilities in the city.

Initially, the application could only be installed using a special file. Now it has become available for download on Google Play, and in the fall of 2021 it will appear in AppStore.

The system of digital control over the disposal of construction waste (AIS "OSSiG") has been operating in Moscow since October 2020 and as of September 2021 is an important part of the Unified Digital Platform of the Stroykompex. It allows the city to track the movement of special equipment with construction waste and make sure that the soil, remnants of building materials and other resources were taken to specialized reception facilities, and not sent to spontaneous landfills or resold.

Carriers can only remove construction waste with a special permit. No payment is made for flights that are made without this document.

In order to monitor the disposal of construction waste, at all construction sites where construction is carried out by city order, control points (instrumentation) were installed, which, using digital vision algorithms, measured the volume of construction waste and demolition in the body of the vehicle.

Further, the movement of special equipment in real time is controlled using a satellite navigation system, which should be equipped with each vehicle of the carrier. Telemetry data enter the system and allow you to quickly identify cases when the driver deviated from the route or carried cargo for too long: this indicates a possible violation and becomes a reason for additional verification.

Finally, at all reception facilities registered with AIS "OSSiG," weight equipment is also installed, which measures the volume of cargo in the body, fixes the license plate number of the car, photos and videos at the time of entry and exit. Only if the data of both instruments (at the exit from the construction site and at the reception site) coincided, payment for services was made.

With the introduction of digital control, carriers can receive payment for the removal of waste only after the flight is fixed in the system as correct, that is, meeting all the requirements of the city. In less than a year of operation, more than 230 thousand such flights were registered at AIS OSSiG. Moreover, if at first only 5.5 percent of flights were carried out without violations, then by the summer this figure reached 60 percent, that is, the system disciplined both builders and carriers.

Stationary checkpoints helped the city build a system for monitoring the disposal of construction and demolition waste. However, at long facilities - for example, during the construction of the metro - it was difficult to install instrumentation, and at improvement facilities, where work lasts only a few weeks, it is impractical. Moreover, the breakdown of the instrument slowed down the removal of construction waste and, as a result, the construction itself.

To solve this problem, at the end of June 2021, a mobile application was launched in pilot mode, which allows you to launch flights for the removal of construction waste without using instrumentation at the site. The users of this application were responsible employees of construction facilities and drivers who transport goods for disposal. To create an account, you need to officially contact the waste maker, which passes the mandatory check, so unauthorized persons cannot use the application.

To start the flight, the responsible employee of the construction site must specify the address and name of the object from which the waste is exported, the names of the customer and the general contractor, the number of the permit for the transfer of waste, the type of waste, information about the receiving object to which the cargo will be exported, information about the carrier and the vehicle. After that, it is necessary to photograph the car in front so that the system recognizes its number and checks with the information in the flight application, as well as the cargo in the body.

It is important that the mobile application obliges when starting a flight to record the number of the waste removal permit. KIPs did not allow this document to be indicated, which could also lead to violations. In addition, now at the acceptance of the cargo, not the volume, but the mass is estimated. This is important, since all other calculations, including in the design estimates, are carried out precisely on the basis of mass, and additional calculations in terms of volume, although they made it possible to control the disposal of waste, were inconvenient for the industry.

The city, using sensors mounted on the car, controls that the equipment does not turn off the intended track and does not stop for more than 10 minutes. When entering the facility for receiving waste of construction and demolition of the chamber of control and measuring points, the number of the car is recognized, after which the weight of the cargo is determined using weighing equipment, which, if the flight is correct, is calculated.

The developers plans to optimize the mobile application by adding the functions of monitoring the presence of tent on the vehicle, and additional hints that will help the carrier verify the correctness of the flight.
