2009-2012: The commission on upgrade of economy at the president Medvedev

The commission on upgrade of economy under the President of the Russian Federation (Dmitry Medvedev) was created in May, 2009 for development of state policy in the field of upgrade and technology development of economy of the Russian Federation, coordination of activity of federal bodies, executive authorities and local government authorities and also entrepreneurial and expert communities.

Till 2010 subjects of upgrade and innovations were considered as Medvedev's prerogative, but in 2010 the commission passed under the guide of Putin holding then a post of the head of the government.

Structure of the commission

The president Dmitry Medvedev, in its structure initially, in addition to Prokhorov headed the commission, entered:

  • director of the department of finance of the Russian Government Office Andrey Belousov,
  • head Sberbank German Gref,
  • Deputy Prime Minister Sergei Ivanov,
  • CEO of state corporation of Rosatom Sergey Kiriyenko,
  • director of RNTs "Kurchatov Institute" Mikhail Kovalchuk,
  • Minister of Economic Development Elvira Nabiullina,
  • Adviser to the President of the Russian Federation Leonid Reiman,
  • Minister of Education and Science Andrey Fursenko,
  • Minister of Industry and Trade Victor Khristenko,
  • head of Rusnano state corporation Anatoly Chubais,
  • head of the Onexim group Mikhail Prokhorov,
  • CEO of Rostekhnologii state corporation Sergey Chemezov,
  • Shchegolev Igor Olegovich, the Minister of Telecom and Mass Communications of the Russian Federation - as told Marker[1] the head of the large Russian technology company[1], in due time Igor Shchyogolev did not become the head of the working group on computer technologies because of counteraction of the Assistant to the President (and the former head of the Ministry of Communications) Leonid Reiman. The structure of the commission on upgrade approved the Minister of Telecom and Mass Communications in May, 2009 (the decree of the Russian President of 5/20/09 No. 579) included in it only in July (the decree of the Russian President of 7/11/09 No. 789). Shchyogolev nevertheless managed to receive a telecom, profile for himself and not quite profile space.

  • On September 23, 2011 it became known that the president Dmitry Medvedev excluded from the structure of the commission on upgrade and technology development of economy of the billionaire Mikhail Prokhorov (the second case of an exception for the history of the commission). As RBC daily[1] knew[1], the decree is already signed and will be published on the Kremlin website in revival on September 25. The Kremlin formally does not explain action of the president in any way. In Prokhorov's environment say that to the last expected the invitation "as activity of the commission is out of policy".

The behavior of the Kremlin is quite logical. It would be strange to invite to an action in which organization the first Deputy of the Chief of the Presidential Administration Vladislav Surkov is engaged, Mikhail Prokhorov who the day before accused Surkov of "kuklovodstvo", "raider capture of a batch" and threatened to complain of it to the president. Nevertheless, in Prokhorov's environment on Monday waited that the invitation will arrive. "We were sure that the situation which developed with Right cause will not concern the commission in any way", - complained to RBC daily in an environment of the billionaire.

  • Together with Prokhorov expelled from the commission several more people. "The Decree the head of state excluded M.D. Prokhorov, L.D. Reyman and N.V. Fedorov from the structure of the Commission, having turned on in it O.M. Budargin, V.F. Vekselberg, N.I. Kasperskaya and Yury Urlichich. Changes are made within rotation", the statement says.

Commission sessions and projects

Commission sessions are held at least once a month. The first meeting was held in Kaspersky Lab company. Then the list of projects on upgrade of economy in the field of power, nuclear, space, medical and information technologies was defined.

Minutes of meetings of all its working groups are given in the website of the presidential commission on upgrade. At once it is visible who how many forces spent for upgrade of the country. Judging by protocols, the working group on energy efficiency sat only four times — and not once in 2010. But in leaders the working group on space and telecommunications (the head — the head Ministry of Telecom and Mass Communications Igor Shchyogolev). Till July, 2010 it sat 14 times, including in September, 2009 time. A result — seven projects with financial and economic justification.

However, the group "strategic computer technologies and the software" (the head — the Minister of Education and Science Andrey Fursenko) worked more effectively. Only seven meetings — and 13 projects with justification. On this background Victor Khristenko (the iatrotechnics and pharmaceutics, nine meetings, only one project) and Sergey Kiriyenko (nuclear technologies, eight meetings, three projects) look just unconvincingly.

To be fair it should be noted that many projects of group of Fursenko on subject belong to Shchyogolev's department. For example, "Development of supercomputers and grid technologies", "Electronic region" or "Transfer of state services to an electronic form".

In the first of these projects Rosatom suggests to develop the supercomputer of new generation and to create for it programs. Consumers — the avitatsionny companies, nuclear scientists, auto makers (are not going to use supercomputers to design of cars in Russia, probably, yet and new technologies are going to use on KamAZ), the space-rocket industry. At the heart of "The electronic region" — a pilot project of the Ministry of Telecom and Mass Communications on implementation of universal electronic cards in the Astrakhan region, Bashkiria and Tatarstan. As for transfer of state services to an electronic form, even prepared the presentation of this project on the working group for the Ministry of Telecom and Mass Communications.

  • On September 26, 2011, in the city of Dimitrovgrad of the Ulyanovsk region the 26th commission session will take place. A meeting subject - training of specialists in the priority directions of upgrade and technology development of economy of Russia.

2012: Council for upgrade and innovations at the president Putin

Council for upgrade and innovations was founded by Putin's decree in June, 2012, this body succeeded the commission on upgrade of the economy created by the predecessor of the current president - Dmitry Medvedev. After organization of the innovation council in 2012 Putin became in it a chairman, and the prime minister Medvedev - the chairman of presidium.

In November, 2012 Vladimir Putin signed the decree on changes in the structure of the Presidential Council on upgrade of economy and the innovative development.

Are included in the structure of council:

  • CEO of "Russian venture capital company" Igor Agamirzyan,
  • CEO of Radio engineering institute of a name of the academician Mintz Sergey Boev and
  • Chairman of the Committee of the Federation Council on economic policy Andrey Molchanov.

Only one adviser - the ex-president of United Shipbuilding Corporation Roman Trotsenko is excluded.

Also the decree provides procedural changes in work of council. If before the decision of council were made out by orders of the President of Russia, and presidium of council - orders of the prime minister, then now in both cases of the solution will be issued by the protocol which signs presiding over a meeting of council or its presidium.
