2021: Implementation of an integrated financial and economic management system

The goal is to integrate automated information systems of the university into a single information field to increase the efficiency of the university's financial and economic activities, taking into account its peculiarities.

Tasks

• organization of data comparability in automated information systems;
• organization of the principle of one-time entry of data into a comprehensive management system;
• Reduce the time required to process documents
• transparency in the planning and monitoring of the FHD plan;
• possibility of assessing the financial condition of the organization and correct generation of reports;
• provide university management at any time with data on the current value of indicators and their planned values ​ ​ based on documents under execution.

Situation before start

• absence of a single logical information base of stored and processed information for all subsystems of their components;
• lack of a tool for analysis and management decision-making in the area of financial and economic management;
• lack of a tool for conducting financial and economic activities of the university in an automated form;
• difficulties in analysing the actual and planned performance of the University during the present and past periods;
• lack of harmonization of regulatory and reference information;
• lack of uniformity of data in information systems;
• double/triple entry into different registries/systems;
• There is no monitoring and monitoring mechanism for analysis and management decisions in the area of financial and economic management;
• difficulties of FHD management without automation due to tightening of Legislation in this area;

Decision

Omega has proposed a subsystem for managing planning and financial activities based on the modernized Omega: University FHD Management solution, taking into account the uniqueness of the university's management records and FHD management. The subsystem is integrated into a single information field of management of the University to optimize the organization of information transfer between automated information subsystems "1C:Enterprise 8" and increase the efficiency of interaction between departments.

Services rendered

• analysis of the problems was carried out, the architecture of the future solution was formed;
• interviewing employees to determine the model of construction of the PFC subsystem and required improvements;
• delivery and implementation of the software solution "Omega: FHD University Management";
• modernization of the solution taking into account the uniqueness of management records of the university and conducting financial and economic activities;
• formalized and developed the Architecture of the Integrated Management System of the University;
• created a matrix for allocating access rights to objects of the planning and financial management subsystem, forming a role model;
• formalized and developed data synchronization requirements. Data exchange between PLP subsystem and FBW systems has been created;
• training materials and user training were prepared.

• system operation is ensured by means of information exchange implemented with the help of changes and additions made in configuration, but not infringing copyright of configuration manufacturers.

The project of providing a range of services for the modernization of the subsystem of financial and economic activities of the integrated management system of the University at the FGAOU VO Sevastopol State University"" was carried out as part of the implementation of the development program of the FGAOU VO "Sevastopol state University."
