In Russia, the Research Institute of Intelligent Instrumentation and Robotics has been created, which will ensure a high level of engineering developments and will contribute to their commercialization on the market. The new unit was opened in the structure of Sevastopol State University as part of the Higher Technological School "Sevastopol Instrument-Making Institute." 2021: Implementation of a comprehensive financial and business management system

Goal: integration of automated information systems of the university into a single information field to improve the efficiency of the financial and economic activities of the university, taking into account its characteristics.

Tasks

  • organization of data comparability in automated information systems;
  • organization of the principle of one-time data entry into a comprehensive control system;
  • Reducing time spent on document processing
  • transparency of the process of planning and control over the implementation of the FKD plan;
  • the ability to assess the financial condition of the organization and correctly generate reports;
  • Ensure that data on the current value of indicators and their planned values are provided to the university management at any time based on documents under execution.

The situation before the start

  • absence of a single logical information base of stored and processed information for all subsystems of their components;
  • lack of a tool for analyzing and making management decisions in the field of financial and economic management;
  • the absence of a tool for conducting financial and economic activities of the university in an automated form;
  • difficulties in analyzing the actual and planned indicators of the University's activities of present and past periods;
  • lack of unification of regulatory reference information;
  • lack of data uniformity in information systems;
  • double/triple data entry in different registries/systems;
  • there is no control and monitoring mechanism for analyzing and making management decisions in the field of financial and economic management;
  • difficulties in maintaining FCD without automation due to tightening of Legislation in this area;

Decision

Omega has proposed a subsystem for managing planned and financial activities on the basis of the modernized solution "Omega: Management of the University's FHD," taking into account the uniqueness of the university's management accounting and the maintenance of the FHD. The subsystem is integrated into the unified information field of the University management to optimize the organization of information transfer between the automated information subsystems "1C:Enterprise 8" and increase the efficiency of interaction between departments.

Services rendered

  • analysis of problems was carried out, the architecture of the future solution was formed;
  • interviewing employees to determine the model of construction of the PFC subsystem and the required modifications;
  • the delivery and implementation of the software solution "Omega: Management of the FHD University" was carried out;
  • modernization of the solution taking into account the uniqueness of the management accounting of the university and the conduct of financial and economic activities;
  • formalized and developed the Architecture of the integrated management system of the University;
  • a matrix of distribution of access rights to objects of the planning and financial management subsystem, formation of a role model was created;
  • formalized and developed data synchronization requirements. Data exchange between the PFC subsystem and the KSMS systems has been created;
  • training materials have been prepared and user training has been conducted.

Implementation results

As a result of the introduction of Omega: Management of the FHD University, the following is provided:

  • transparency of the process of planning and control over the implementation of the FKD plan;
  • the ability to assess the financial condition of an organization;
  • correct formation of regulated and management reports;
  • Reducing time spent on document processing
  • organization of data comparability in automated information systems;
  • reducing the risks of submitting incorrect data to various control bodies;
  • organization of the principle of one-time data entry into the comprehensive management system of the university.
  • operation of the system is ensured by means of information exchange implemented with the help of changes and additions made in the configuration, but not violating the copyright of configuration manufacturers.
