2021: Agreement on the Establishment of Standards for the Exchange of Information in the Field of Protection of Population and Territories from Emergencies
Tele2 and EMERCOM of Russia signed an agreement on information and expert analytical interaction. This was announced by Tele2 on December 14, 2021. The main areas of work are the use of big data analytics to reduce the risks and consequences of natural and man-made emergencies.
The agreement on cooperation was signed: from EMERCOM of Russia - Deputy Minister Viktor Nichiporchuk, from Tele2 - Director of Big Data Analytics Anton Merzlyakov. The parties agreed to cooperate in creating standards for information exchange, developing innovative technologies in the field of protecting people and territories from emergencies, improving communication and warning schemes in case of emergencies.
In accordance with the agreement, the parties will develop a method for determining the number of people in the territory of possible emergencies. Data scientists Tele2 will build models based on identifying the behavior profile of groups of people in specific regions according to various characteristics. For example, the season of the year, time of day, type of day, weather, news and other factors will be taken into account. They are collected by the operator based on their own data and external sources, and then processed.
The pilot regions for assessing the population falling into the emergency zone are Primorsky and Krasnodar Territories, as well as the Rostov Region. These regions combine a high risk of accidents due to the difficult terrain and the peculiarities of weather conditions.
