2020: Appointment of Deputy Head of the Ministry of Emergencies

On June 4, 2020 Russia Vladimir Putin Ministries of Civil Defence, Emergencies and Disaster Management , Viktor Nichiporchuk was appointed deputy head by presidential decree. In the new position, he will be responsible for the digital transformation of the department. The appointment document was published on the official Internet portal of legal information.

As deputy minister, Viktor Nichiporchuk will serve as head of the digital transformation (Chief Digital Transformation Officer, CDTO) of the Ministry of Emergencies. He will oversee digital technologies, the digitalization of the ministry, automation and the transfer of units of the Ministry of Emergencies to new technologies.

EMERCOM Russia appointed chief for digital transformation

Earlier, the Ministry of Emergencies did not have a CDTO position, so Nichiporchuk became the first head of digital transformation in the history of the department. Before joining this position, Nichiporchuk served as deputy head of the Federal State Budgetary Institution "Information and Analytical Center of the Ministry of Emergencies of Russia." 

According to D-Russia.ru, in March 2020, Viktor Nichiporchuk  took part  in a meeting of CDTO and CDTO candidates with the head of the Russian government, Mikhail Mishustin.

In February 2020, Mishustin signed an order providing for the introduction in the federal executive bodies (FOIV) of the post of deputy head of the federal body responsible for digital transformation, or the assignment of these powers to the current deputy head of the FOIV, as well as the creation of a new or assignment to the existing independent specialized structural unit of the federal body functions to ensure the activities of such deputy head.

CDTO candidates must be interviewed by the Minister of Digital Development, Communications and Mass Communications.  The requirements for candidates  were developed and submitted by the Ministry of Communications in February.[1]

2022: Dismissal by decree of President Putin

On April 11, 2022, by decree of President Vladimir Putin, Deputy Minister for Civil Defense, Emergencies and Disaster Management Viktor Nichiporchuk was relieved of his post, the corresponding document was posted on the legal information portal.
