Biography

In 1984-1992 Mikhail Nosov studied at the Kuibyshev polytechnical institute, Samara. In 1998-1999 was trained in Academy of management (Togliatti) according to the presidential program of retraining of the managerial personnel, and in 2001-2003 - at the Higher school of business in Grenoble (France) and ANH at the Government of the Russian Federation. Has MBA degree (computer technologies in business).

Nosov began professional activity in 1992 by the programmer in AvtoVAZ in the Samara region. From 1998 to 2008 headed different divisions of IT in the company: bureau of development of systems on sale of cars, department of web developments, department of security of information systems.

During operation in AvtoVAZ as a part of group of developers "Shipping control of cars in domestic market" (VMS-RDB), "Implementation of cars in domestic market" (UNIX-Oracle), "Control of trade in regions" (WWW-Apache, PHP Oracle), "Control of dealer network" (WWW-Apache, PHP – Oracle), "Technology b2b the portal" AvtoVAZ (WWW-Apache, PHP Oracle) was involved in such projects as.

From 2008 to 2010 Tatarstan worked as the director of the department of IT of Sollers-Naberezhnye Chelny car assembly plant. Under the leadership of Mikhail Nosov in 2008-2009 the project on implementation and commercial operation of SAP (PP, SD, PM, MM, FI, CO) "Sollers - Naberezhnye Chelny", by SsangYong, FIAT was implemented.

In 2010-2012 "KAMAZ", Tatarstan held a position of the director of ICT. Among the projects implemented under the leadership of Nosov were consolidation of services IT of 5 plants of a technology chain "KamAZ" in the ICT Center in 2010 - 2011, in 2012 - transfer of infrastructure of IT "KamAZ" in external Data center (IT park), Kazan, "Cloud" (IaaS), implementation and commercial operation of SAP in 2010 - 2012.

In 2013 passed to work into SUEK, Moscow, on a position of the director of information technology.

2014: The chief information officer in Helicopters of Russia

From 2014 to March of the 2019th was the director of information technology Helicopters of Russia (enters into Rostec Group). At this time in the company project implementation within the concept of the digital transformation assuming creation of the smoothly running automated serial digital production on the basis of virtual design of new models began.

The important part at the same time in Helicopters of Russia is assigned to import substitution. At the time of transition to new work in October of the 2019th Mikhail Nosov noted that in Helicopters of Russia to this period there is a stage of rapid development of IT. It is caused by the high rate of the digital conversions which are carried out in the country and the world, Nosov told TAdviser.

Roman Falaleev became Mikhail Nosov's successor on the Chief information officer's post in Helicopters of Russia. Before arrival to the company he held a position of the manager of projects of department of IT project management of Federal State Unitary Enterprise Agat Organization.

2019: The Deputy CEO for digital technologies in "Technology development agency"

In October, 2019 Mikhail Nosov held a position of the deputy CEO in ANO Technology Development Agency.

"Technology development agency" - the organization founded by the Government of the Russian Federation in 2016 which is urged to assist the Russian enterprises in implementation of modern technological solutions. Nosov told TAdviser that its main objective in a new position — ensuring technical, organizational and methodical support of process of search and a transfer of the digital technologies required to the Russian enterprises for the purpose of ensuring competitiveness of domestic production. Special focus at the same time, according to the decree of the president, – on domestic solutions.

Before transition to this position Nosov got experience of protection of interests of a small and medium entrepreneurship in the All-Russian public organization "Support of Russia". Such experience is useful in the agency, one of problems of which - assistance to domestic innovative companies in promotion of the solutions, overcoming different barriers at implementation, Nosov in a conversation with TAdviser noted.

The directions on which the new deputy director general will work include:

• creation of a partner network of the agency with universities, the engineering companies in the field of the innovative technologies;
• support of localization projects by the agency demanded \the absent technologies in the territory of the Russian Federation;
• attraction of the state and private investments for a transfer of technologies;
• increase in the export potential of the domestic technology companies.

Here as KPI the number of agreements, percent of their execution and volume of the attracted financing is estimated. There is also an operational internal task - the organization of effective digital space of collective work of staff of the agency, Nosov added.

Speaking about what tools and resources it has for achievement of results, Mikhail Nosov noted that the agency is founded by the government and has "the point mandate" of a transfer of technologies. Respectively, there are all available measures of the state support of digital transformation, administrative resources of the Ministry of Industry and Trade, Ministry of digital development, synergy of the created partner network of state corporations, engineering companies, universities, technoparks, funds and non-profit organizations.
