Another service for parents was launched by the Ministry of Digital Science of Russia together with the Pension Fund of Russia. Now non-working parents of the child or his guardians can remotely apply for a lump sum allowance at birth on the portal of public services. The Ministry of Digital Science announced this on November 1, 2022.

The main condition is that the payee must be non-working. At the same time, he can study in full-time at a university or college. The amount of benefits for November 2022 is 20,472,77 rubles. The application must be submitted within 6 months of the birth of the child.

How to get paid:

  • Log in to the portal, select the service "One-time allowance for the birth of a child for non-working people."
  • Confirm personal information, passport, address, phone number and mail.
  • Indicate the data of the birth certificate and SNILS of the child.
  • Choose how you want to receive the payment and submit your application.

If some information is not enough to receive the service, they will need to be provided to the territorial branch of the FIU. Notification of this will come to your personal account.

This can be, for example, a birth document, if it is issued abroad, a court decision on adoption, information about the joint residence in the territory of the Russian Federation of a child with one of the parents (if the marriage between the parents of the child is dissolved) and others.

With a positive decision, the allowance can be obtained on the card or through the post office, which was indicated when submitting.

"Having a Baby" Super Service Empowerment Plan

June 10, 2022 Ministry of Digital Science Russia announced the expansion of the capabilities of the super service "Birth of a Child" with the departments responsible for the provision of services.

Electronic birth registration is already available on Public services, thanks to which parents do not need to provide paper documents in order to register birth.

From July 2022, as part of the superservice, it will be possible to submit one application for three services related to the birth of a child at once:

  • assigning birth or adoption benefits to the first child;
  • assigning benefits to a child from a low-income family;
  • establishing the status of a large family.

Public services will determine which of the three services can be provided to parents and send an application for its intended purpose.

From October 2022, a digital compulsory medical insurance policy will be proactively issued for newborns on the basis of information on birth registration, including without a child's birth certificate. Parents will need information about the policy to attach the child to the clinic, record with a doctor and other medical services.

At the end of 2022, it will be possible to register a child on the Public services at the place of residence or at the place of stay completely in electronic form without visiting the Ministry of Internal Affairs. The electronic registration certificate will go to your personal account.

  • The personal account of the child's mother on Public services receives a notification of birth registration and information about the registration of the birth certificate.

The mother of the child retains the opportunity not to draw up an electronic medical document on birth, she will be provided with it on paper. You can also apply with him at the Public services or personally at the registry office or MPSC. Thus, citizens who are used to using paper documents can exercise their right.
