2025: Extension of tax breaks for IT companies until end of 2027
Tax incentives for IT organizations operating under the simplified taxation system (STS) have been extended in the Kirov region until the end of 2027. This decision was made by the Legislative Assembly of the region in February 2025. The income tax rate for companies in this area will remain at 1% instead of the base 6%.
According to TASS, the Minister of Information Technology and Communications of the Kirov Region Aleksei Sukhikh presented a bill establishing reduced tax rates for Russian organizations operating in the field of information technology. The legislative initiative received the support of deputies.
According to the adopted document, IT companies are also set at 5% of revenues reduced by the amount of expenses, instead of the standard 15%. To receive tax preferences, organizations must have state accreditation from the Ministry of Digital Development of Russia, and the share of their income from activities in the field of information technology must be at least 70%.
The Minister of Information Technologies and Communications of the Kirov Region Aleksei Sukhikh explained that the profile activities include income from software development, including own developments, as well as from the transfer of licensing rights to users.
According to the ministry, similar tax breaks were in effect in the region from 2022 to 2024. In 2022, 26 organizations used them, and in 2023 - 27 companies. During the period of support measures, the number of organizations and individual entrepreneurs in the IT sector increased by 275, reaching 1,549 at the beginning of 2025.
The introduction of tax preferences had a positive effect on the development of the industry in the region. By the end of 2023, the number of employees in IT companies in the Kirov region exceeded 5 thousand people. The ministry also notes a significant increase in wages in the information technology sector during the period of the preferential tax regime.[1]

Vyatka Paleontological Museum

In 1994, on the basis of an extensive collection of Perm vertebrates found on the territory of the Kotelnichsky location of pareiasaurs, the Kotelnichsky Paleontological Museum was opened.
In 2009, the head museum moved to Kirov and acquired the status of a regional museum with a branch in the city of Kotelnich. From that moment on, the museum became known as the Vyatka Paleontological Museum.
The main pride of the museum is represented by the natural science paleontological collection. In the main fund of the museum for 2025, more than 1000 units of storage. The entire range of works related to the search for finds, their subsequent excavations, preparation, preparation for exposure and scientific description are produced by museum researchers. The museum works closely with leading Russian and foreign scientists.
Kotelnichsky location of pareiasaurs
In 1933, not far from the small town of Kotelnich, located in the Kirov region, on the right bank of the Vyatka River, hydrogeologist S.G. Kashtanov, who later became a professor at Kazan University, found two perfectly preserved skeletons of ancient parareptiles of pareiasaurs.
In 1934, a scientific expedition led by A.P. Hartman-Weinberg was already working near Kotelnich. During the excavations, two skulls and more or less complete skeletons of pareiasaurs were mined and delivered to Moscow, which were soon studied and described by this famous paleontologist as new species of two South African genera. Subsequently, employees of the Paleontological Institute (PIN) M.F. Ivakhnenko and O.A. Lebedev substantiated the belonging of these and the vast majority of the later findings of kotelniki pareiasaurs to a new genus described by them as deltavjatia.
In 1948-1949, an expeditionary detachment of the Paleontological Institute of the USSR Academy of Sciences under the leadership of B.P. Vysshkov worked at the location. The results of the work were sensational remnants of pareiasaurs were discovered throughout 12 km of the right bank of the Vyatka River, 11 more or less complete skeletons of pareiasaurs were found and extracted from the coastal outcrop. Unfortunately, these finds were not reparated and soon died. In subsequent years, interest in the location wanes somewhat, although it is already considered one of the world's largest accumulations of paraiasaurus remains.
Several finds of other fossil animals were made near Kotelnichy in the 1960s and 1970s by employees of Pin S.N. Letzhanov, Yu.M. Gubin and M. F Ivakhnenko.
In 1990-1991, the collection of fauna at the locations was carried out by a detachment of the Moscow cooperative "Stone Flower" under the leadership of D.L. Sumin. It was during this period that the remains of new representatives of the Kotelnichsky fauna were found: numerous skeletal remains of small St. John's reptiles close to the ancestors of mammals, as well as representatives of a very specialized group of Permian reptiles of dicynodont.
From 1994 to this day, the annual research work at the Kotelnichsky location has been carried out by the staff of the Vyatka Paleontological Museum. Field work begins in May-June, when the spring flood subsides.

These places are fixed on a large-scale geological outcrop plan, and the found bones are treated with adhesive to prevent their further destruction. Exploration routes allow you to determine the front of the next summer field work.
