The Ministry of Information Technologies and Communications of the Kirov Region is the executive authority of the Kirov Region of branch competence.
The Department conducts state policy and management in the field of development and use of information technologies in the public sector, including on the implementation of administrative reform and the creation of electronic government in the Kirov region, a unified state policy in the field of communications in the Kirov region.
The Ministry performs the public function of "managing public information resources" and is responsible for its performance.
About department
The Department of Information Technology and Communications of the Kirov Region was established in April 2012 in accordance with the decree of the regional government.
The Department was given authority in the field of development and use of IT in public administration, including the implementation of administrative reform and the creation of electronic government in the Kirov region, as well as the implementation of state policy and management in the field of planning, monitoring, analysis and development of the communications industry in its region.

The new head of the ministry is Alexey Sukhoi
Since June 2020, the duties of the Minister of Information Technology and Communications of the Kirov Region have been performed by Alexei Sukhoi. He was appointed to this post after the dismissal of the previous head of the department, Yuri Palyukh.
Criminal cases against the ex-Minister of IT of the Kirov region
The Office of the Investigative Committee of the Russian Federation for the Kirov Region in June 2020 announced the initiation of criminal cases against Yuri Palyukh, the former Minister of Information Technology and Communications of the Kirov Region. Cases were initiated on the grounds of crimes under Part 4 of Art. 160 of the Criminal Code (misappropriation or embezzlement on an especially large scale), part 1. 2013: IT officials of the Kirov region deprived of a "loophole" to hide income
In November 2013 , the prosecutor's office of the Kirov region announced that it had been able to challenge the provisions on the procedure for submitting information on income, property and property obligations by state employees and persons applying for positions in the civil service, which the local information technology and communications department approved for itself.
Having examined these provisions, the prosecutor's office found that they provided for the possibility of bringing civil servants to other types of disciplinary liability than dismissal in case of failure to provide or provide knowingly false information about income and property.
The prosecutor's office of the Kirov region notes that according to Part 6.1 of Article 20 of the Federal Law "On the State Civil Service in the Russian Federation" dated 27.07.2004 No. 79FZ as amended by 03.12.2012 No. 231-FZ, only dismissal is provided for such an offense for officials, the possibility of applying other types of liability is not provided for by federal law.
This article, in particular, states that the failure of civil servants to provide information about their income, property and property obligations and similar information of their family members "if the submission of such information is mandatory, or the presentation of knowingly inaccurate or incomplete information is an offense entailing the dismissal of a civil servant from the civil service."
In addition, the procedure approved in the IT department of the Kirov region allowed its civil servants to submit updated information about income and property without a deadline. This provision contradicts the requirements of the decree of the governor of the region, issued in 2009, according to which the possibility of submitting updated information is limited to only three months after the deadline for submitting them.
According to the results of the consideration of protests, the challenged acts are brought into line with federal and regional legislation, the prosecutor's office of the Kirov region reports.
