Biography
In 2007, Yuri Palyukh graduated from Moscow State University of Design and Technology (specialty: Computer-aided design systems), in 2011 - from the Moscow Academy of Entrepreneurship under the Government of Moscow (specialty: State and Municipal Administration).
From 2007 to 2008 he worked as a specialist of the 1st category of the information technology and communications department of the Rosreestr Office in the Moscow Region. In 2008, he took the position of chief expert specialist there.
From 2009 to 2010, he was deputy head of the information preparation department No. 2 of the branch of the Federal State Budgetary Institution "FKP Rosreestr" in the Moscow Region.
Since 2010, he worked as a consultant to the department for the development of information technologies and systems of the IT Department and the operation of Rosreestr systems, and in 2011 he became deputy head of this department.
In 2012, he was appointed assistant to the head of the Rosreestr Department for the Rostov Region.
In 2014, he took the post of head of the data entry and document processing department No. 1 of the branch of the Federal State Budgetary Institution "FKP Rosreestr" in the Rostov Region.
At the end of 2014, he became deputy director of the branch of the Federal State Budgetary Institution "FKP Rosreestr" in the Rostov Region. In 2016, he was appointed acting director of this branch.
2017: Minister of IT of the Kirov Region
At the end of September 2017, Yuri Palyukh was appointed Minister of Information Technology and Communications of the Kirov Region. In this post, he replaced Alexander Zorin, who headed the department, and later the Ministry of Information Technology and Communications of the region since 2014.

Yuri Palyukh is not the first native of Rosreestr to hold a high position in the Kirov region after the appointment of Igor Vasiliev, the former head of Rosreestr, to the post of acting governor of the Kirov region. In September 2016, shortly after his appointment, Vasiliev appointed I.O. Deputy Chairman of the Government of the Kirov Region Konstantin Mishchenko, who previously headed the Rosreestr in the Rostov Region.
2020
Dismissal as minister
On June 9, 2020, it became known that Yuri Palyukh left the post of Minister of Information Technologies and Communications of the Kirov Region. According to him, this was done of his own free will[1] of[2].
Aleksei Sukhikh, who served as deputy minister, was appointed Acting Minister of Information Technology and Communications instead.
The day after the news of the dismissal of Yuri Palyukh, the Office of the Investigative Committee of the Russian Federation for the Kirov Region announced the initiation of criminal cases against him.
On the same day, another native of Rosreestr was detained - the head of the Kirov Regional State Budgetary (KOGUB) institution Center for Strategic Development of Information Resources and Management Systems Dmitry Popovenko.
Initiation of criminal cases
The Office of the Investigative Committee of the Russian Federation for the Kirov Region in June 2020 announced the initiation of criminal cases against Yuri Palyukh, the former Minister of Information Technologies and Communications of the Kirov Region. Cases were initiated on the grounds of crimes under Part 4 of Art. 160 of the Criminal Code of the Russian Federation (appropriation or embezzlement on an especially large scale), part 1. Article 285 of the Criminal Code of the Russian Federation (abuse of office). They were based on materials provided by employees of the FSB of Russia in the Kirov region. Criminal cases [3]
The investigation established that in the fall of 2019, the regional GBU "Center for the Strategic Development of Information Resources and Control Systems" within the framework of the national project "High-quality and safe roads" placed electronic auctions for the supply of special technical means operating in automatic mode and having the functions of photo - and film filming, video recordings to ensure traffic control. The winners of these auctions in December 2019 delivered special technical means. At the same time, the admission committee of the specified state institution established the fact of non-compliance of special technical means with the conditions of the relevant contracts.
According to the investigation, Yuri Palyukh ensured the acceptance and illegal payment of the delivered special technical means that do not meet the requirements of the technical auction tasks. These actions caused damage to the state in the amount of over 78 million rubles, according to the Office of the RF IC in the Kirov region.
The criminal activities of the former regional minister of information technology and communications were suppressed by employees of the regional FSB, the investigation said. |

According to the official portal of public procurement, in the fall of 2019, the "Center for the Strategic Development of Information Resources and Management Systems" held three auctions, where the subject of the purchase was the supply of special technical means operating in automatic mode and having the functions of photography and filming, video recording, to ensure traffic control. In two of them, the company "Aichi Flagship" is indicated as the winner, and in the third - "National Center for Informatization." The report of the investigating authorities does not specify to whose delivery questions arose from the selection committee.
As of mid-June, investigators are conducting a set of investigative actions aimed at establishing all the circumstances of the crimes committed, collecting the evidence base.
The Pervomaisky District Court of the city of Kirov ruled to arrest Palyukh for 2 months as a preventive measure, a number of Kirov media reported. Subsequently, the preventive measure was changed to house arrest.
2021: Criminal Abuse of Authority Trial
On December 8, 2021, the Department of the Investigative Committee of Russia for the Kirov Region announced the completion of the investigation of the criminal case initiated against the former Minister of Information Technologies and Communications of the Kirov Region Yuri Palyukh and the ex-director of the Center for Strategic Development of Information Resources and Management Systems Dmitry Popovenko. They are accused of committing a crime under paragraph "c" of Part 3 of Art. 286 of the Criminal Code of the Russian Federation (abuse of office with causing serious consequences)[4]
The investigation is now complete. The criminal case with the indictment approved by the prosecutor's office of the Kirov region will soon be sent to the court for consideration on the merits, the investigative authorities said in a statement. |
If found guilty, the ex-officials face a term of imprisonment of up to 10 years.

In 2020, the Department of the Investigative Committee of Russia for the Kirov Region reported that a case was also initiated against Palyukh on the grounds of a crime under Part 4 of Art. 160 of the Criminal Code of the Russian Federation (misappropriation or embezzlement on an especially large scale). This part also provides for a maximum sentence of up to 10 years in prison. However, this item no longer appears in the December report of the investigation.
According to the Kirov portal Newsler, Maria Klevachkina, the ex-minister's lawyer, explained the retraining of the Criminal Code article in September 2021 by the fact that "the investigation could not find selfish interest in his actions and was forced to abandon the original charges and change the criminal article." 2022
Hearings on abuse of office continue
On January 14, a regular hearing was held in the Pervomaisky District Court of Kirov in the case of the ex-Minister of Information Technologies and Communications of the Kirov Region Yuri Palyukh and the ex-director of the Center for Strategic Development of Information Resources and Management Systems Dmitry Popovenko.
According to the Kirov portal Newsler, at the meeting, the court continued to study the case materials - contracts, statements, reports, information about electronic auctions and other documents related to the supply of low-quality cameras of photo and video copying for the national project "Safe and High-Quality Roads," implemented in the Kirov region.
At the previous meeting, which took place on December 29, 2021, Yuri Palyukh appealed to the court with a request to change the preventive measure. He asked to be allowed to use the Internet and mobile communications to work and communicate with his sick mother. However, the court refused to satisfy the request.
Yuri Palyukh pleaded not guilty and did not agree with the charges. Dmitry Popovenko partially pleaded guilty.
Witness in Palyukh case issued new details of the case
On January 25, 2022, new details of the criminal case became known, the defendant of which is the former Minister of Information Technologies and Communications of the Kirov Region Yuri Palyukh. At a meeting in the Pervomaisky court of Kirov, Dmitry Gorokhov, the head of the department of one of the departments of the Center for Strategic Development of Information Resources and Management Systems (CSR), called as a witness, spoke about how used road cameras were purchased for the region.
According to Gorokhov, the Ministry of Information Technologies and Communications of the Kirov Region instructed the CSR to prepare a terms of reference for the purchase of photo and video recording cameras. It was developed by Dmitry Gorokhov himself as part of his official duties. Further, the terms of reference of the auction had to be coordinated with the Ministry of Internal Affairs. The department had comments on the project, so it was asked to edit and renegotiate. But this was not done, since the project was sent to the ministry, but it returned to the CSR in a modified form. Despite this, auctions for the purchase of cameras were announced "by order."
After the equipment arrived in the Kirov region, Gorokhov reported that the equipment did not comply with the terms of reference. Dust, dirt and scratches were found on it. 8 out of 10 cameras Avtodorias"" had signs of operation. Gorokhov reported this to the ministry. But they began to convince him that everything was fine with the cameras, and then they were accepted.
Everyone who disagreed was removed from the commission. The new composition of the commission was under pressure. According to him, he was on sick leave for a long time. At this time, Popovenko called him and said that he should transfer to another, lower, position. In response, Gorokhov said that in this case he would not work at all in the CSR.[10]
Sentence - 4 years suspended
On July 18, 2022, the Pervomaisky District Court of Kirov ruled in the case of former Minister of Information Technologies and Communications of the Kirov Region Yuri Palyukh and former director of the Center for Strategic Development of Information Resources and Management Systems Dmitry Popovenko. This was reported by the regional publication Newsler.ru[11].
According to the Newsler.ru, Judge Nikolai Fufachev began to read the verdict at 8 a.m. and finished about 15.
Both persons involved in the case were sentenced to suspended sentences. Yuri Palyukh received 4 years probation with 4 years of probation without the right to hold positions in the public service and in local governments for a period of 3 years. Dmitry Popovenko - 3 years conditionally with 3 years of probation and a ban on holding public office for a period of 2 years.
As the newspaper notes, the defendants in the case came to hear the verdict light, without things.
Moreover, on July 8, the prosecution demanded punishment for Yuri Palyukh in the form of 5 years in prison without the right to hold positions in the public service and in local self-government bodies for 3 years with serving the main sentence in a general regime correctional colony. For Dmitry Popovenko, the state prosecutor asked for 4 years in prison with a 2-year deprivation of the right to occupy public positions with serving a sentence in a general regime correctional colony. Both defendants in the case were accused under Article 286 of Part 3 of the Criminal Code of the Russian Federation (abuse of office).
Then, on July 8, the accused uttered their last words. Yuri Palyukh never admitted his guilt. Dmitry Popovenko in December 2021 partially pleaded guilty.
Replacement of the conditional period with the real one
The Kirov Regional Court in October 2022 changed the verdict of the Pervomaisky Court, ruled out a suspended sentence.

The term of imprisonment is ordered to both calculate from the date of entry into force of the sentence. 2023: Attempt to challenge the verdict
In March 2023, the Samara Sixth Cassation Court of General Jurisdiction considered a criminal case on the cassation appeals of the ex-Minister of IT and Communications of the Kirov Region Yuri Palyukh and the ex-director of the Center for Strategic Development of Information Resources and Management Systems Dmitry Popovenko. They do not agree with the earlier court decisions regarding sentences, and asked to transfer the criminal case to a new trial of the[14].
In July 2022, Palyukha and Popovenko were given suspended sentences - 4 and 3 years, respectively. But in October, the court changed these terms to real ones with serving in a general regime correctional colony.
Both persons involved are held under paragraph "c" of Part 3 of Art. 286 of the Criminal Code of the Russian Federation (abuse of office with causing serious consequences).
The main questions in the case are that under the state contract by the ministry, headed by Yuri Palyukh, automatic photo and video recording complexes were adopted that did not meet the requirements of the terms of reference. At the same time, some of the complexes that the department tried to supply had traces of operation.
With reference to witnesses, the ruling of the Samara Court of Cassation of March 2023 indicates that during the acceptance, initially all participants in the acceptance committee came to the conclusion that the delivered special technical means did not comply. According to written claims, the supplier replaced the used complexes, but the corresponding terms of reference were never delivered.
And subsequently, an acceptance committee was created, most of the participants of which, without special knowledge in this area, deliberately had to decide on the acceptance of these complexes.
From the decision of the Samara Court of Cassation of March 2023, it follows that Yuri Palyukh and his defense consider the previously issued court decisions illegal. As arguments, they led different - from the inadmissibility of a number of evidence to questions to the competence of the expert involved in the case.
Yuri Palyukh does not admit guilt. And, as follows from the ruling of the cassation court, in the court of first instance, he and his defense argued that it was not Yuri Palyukh who was possibly involved in the crime, but another person whose name is hidden in the court document:... "in the materials of the criminal case there is an audio recording of his threat to Popovenko D.A. dismissal in case of not accepting the cameras."
The court of first instance had no reason not to trust the testimony of these persons, as well as believe that the representative of the victim and witnesses stipulate the convicts, during the survey, these persons were warned of criminal liability, contradictions affecting the conclusions of the court on the guilt of the convicts, the testimony of these persons does not contain, Therefore, the trial court reasonably laid them at the heart of the conviction, - consider in the Sixth Court of Cassation of General Jurisdiction of Samara. - The guilt of those convicted of committing a crime under the circumstances established by the court is confirmed by the aggregate of evidence that was obtained during the preliminary investigation, checked at the court session and given in detail in the verdict. |
Accordingly, the court did not satisfy the cassation appeals of Yuri Palyukh and Dmitry Popovenko.
