2025: Crushing public procurement of medical robots to give advantage to the supplier

The prosecutor's office of the Kirov region revealed the fact of illegal splitting of state contracts committed by the Ministry of Health of the region. An official announcement of this was distributed by the press service of the supervisory authority on November 25, 2025.

As indicated on the portal of the prosecutor's office, during the audit of compliance with federal legislation within the framework of the implementation of the national project "Healthcare," violations by the regional Ministry of Health were established. In 2024, the Ministry of Health of the Kirov Region organized the purchase of two robotic mechanotherapy devices. The total cost of medical equipment intended for the rehabilitation treatment of patients amounted to almost 800 thousand rubles.

According to the press service of the prosecutor's office of the Kirov region, the purchase was carried out in violation of the legislation on the contract system. The equipment was purchased from a single supplier using a government contract crushing scheme. This approach avoids mandatory competitive procedures. As a result, a particular entrepreneur was given an unreasonable advantage, and contracts were concluded at the maximum possible cost.

The prosecutor's office of the Kirov region sent a statement of claim to the arbitration court demanding that the results of this purchase be declared invalid. The decisions of the court of appeal concluded contracts were canceled.

The legal acts that have entered into force create legal grounds for the regional department of the Federal Antimonopoly Service to carry out procedures aimed at returning funds to the state budget. At the same time, medical equipment remains in operation of medical institutions.^[1]

The ex-head of the Kirov Ministry of Health confiscated property worth 11 million rubles

The court confiscated the property of the former Deputy Minister of Health of the Kirov Region Dmitry Minchakov in the amount of another 11 million rubles. Transfer of hospitals to "Gosweb"

The Kirov region has transferred hospital sites to the Gosweb platform to create a unified environment and standardize the design of institution resources. The press service of the regional government announced this on April 16, 2024.

In addition to medical institutions, 1135 information resources were transferred to the Gosweb platform in the Kirov region, including district, city and rural administrations, as well as school and kindergarten sites.
