2024: Seizure of property for another 11 million rubles

The court confiscated the property of the former Deputy Minister of Health of the Kirov Region Dmitry Minchakov in the amount of another 11 million rubles. This decision was the result of an audit of the prosecutor's office, which revealed that the property was acquired for unconfirmed income, on June 19, 2024, according to the website of the Prosecutor General's Office of the Russian Federation.

The prosecutor's office of the Kirov region found that in 2021 Dmitry Minchakov purchased an apartment in Kirov worth more than 5.6 million rubles, two parking spaces worth 700 thousand and 800 thousand rubles, respectively, as well as a Volkswagen Touareg car for 4.3 million rubles. All this property was registered with his close relatives.

As reported on the website of the prosecutor's office, during an audit of the income of the former official and his wife for the period from 2018 to 2020, it was revealed that their total income slightly exceeded 4 million rubles. These data did not correspond to the value of the acquired property, which served as the basis for prosecutorial intervention.

The prosecutor's office sent a statement of claim to the court demanding to confiscate property acquired for unconfirmed income and turn it into state income. The court satisfied the claim, but Dmitry Minchakov tried to appeal this decision in the appellate and cassation instances. His complaints were dismissed, and the property was finally confiscated in favor of the state.

According to Yevgeny Poluyanov, Minister of Digital Development, Information Technologies and Communications of the Rostov Region, such measures are aimed at strengthening the fight against corruption and preventing the illegal enrichment of civil servants. The prosecutor's office of the Kirov region continues to conduct checks on the reliability and completeness of the information provided by the former deputy minister about his income and expenses.^[1]

2023: Seizure of property for 11 million rubles

The prosecutor's office of the Kirov region in court turned the property of the former deputy minister of health of the region Dmitry Minchakov into state revenue. This was reported in the press service of the region on August 31, 2023.

According to the investigation, Dmitry Minchakov, being the deputy head of the Kirov Ministry of Health, in 2021 acquired an apartment in the city of Kirov, worth more than 5.6 million rubles, two parking spaces, worth more than 700 and 800 thousand rubles, respectively, as well as a Volkswagen Touareg car for 4.3 million rubles, actually registering this property on his close relatives.

At the same time, within the framework of supervisory powers for compliance with expenses, the prosecutor's office established that the total income of the former official and his wife in 2018-2020. slightly exceeded 4 million rubles. On the fact of the revealed violations of the law, the prosecutor's office made a submission, as a result of which Minchakov was fired.

To avoid punishment, Minchakov resigned of his own free will while on sick leave. There is such a loophole in the legislation that it is impossible, when a person is on sick leave, to dismiss him on other grounds, for example, with the wording on the loss of trust. The order has already been prepared, - said at the end of July 2023 the governor of the Kirov region Alexander Sokolov.

He appealed to the prosecutor's office with a request to conduct an additional check against Minchakov, since the region "has established a zero tolerance regime for all corruption manifestations."

The court satisfied the prosecutor's claim: all the property of the former deputy minister of health of the region mentioned by the department is selected and turned into state income.^[2]
