Evgeny Poluyanov was born on October 4, 1982 in the city of Bataysk, Rostov Region.

Education

In 2004, he graduated from RINH (specialty "Economist of information systems in economics"), in 2007 - graduate school of the same university and received the title of candidate of economic sciences.

Biography

2010-2014

Until 2010, he worked as a programmer and senior lecturer at the Department of Economic Informatics and Control Automation of the RGEU (RINH).

From 2011 to 2014, he held various positions in the government of the Rostov region.

2014-2017

From 2014 to 2016, he worked as the managing director of Regional Development Corporation JSC.

In January 2016, he was appointed director of the South IT Park.

In July 2017, he became Deputy General Director of Regional Development Corporation JSC.

2020: Appointment as Head of the Ministry of Ministry of Digital Development of the Rostov Region

At the end of December 2020, Yevgeny Poluyanov was appointed Minister of Digital Development, Information Technologies and Communications of the Rostov Region. In this position, he replaced German Lopatkin.

The decree on the new composition of the government of the Rostov region on December 21, 2020 was signed by the governor of the region Vasily Golubev. Andrey Savelyev, who previously worked as the first deputy minister of industry and power, was appointed Minister of Industry and power. The Ministry of Transport was headed by a 49-year-old native of Salsk, Vladimir Okunev. 54-year-old Yevgeny Osychenko was appointed Minister of Property, Land Relations, Financial Improvement of Enterprises, Organizations of the Region.

123rd place in the ranking of regional IT officials in terms of income

For the period from January 1, 2021 to December 31, 2021, the family income of the Minister of Digital Development, Information Technologies and Communications of the Rostov Region Yevgeny Poluyanov amounted to 2.9 million rubles. The official's personal income is 2,861,060 rubles, the income of family members is 29,962 rubles. Detention

On February 17, 2025, security officials detained the head of the Ministry of Digital Development, Information Technologies and Communications of the Rostov Region, Yevgeny Poluyanov. Searches were carried out in the department itself.

The FSB of Russia in the Rostov region reports that operational measures are related to the case of abuse of authority when concluding a contract for the supply of software. According to the resource 161.Ru, Poluyanov and his two deputies were detained - Kirill Dyachkin and Sergey Bondarenko. The investigation also had questions for Poluyanov's third deputy, Vladimir Sedovich, who is cooperating with law enforcement officers.

Departure from the job of the head of the Ministry of Digital Development of the Rostov region

On March 18, 2025, the interim governor of the Rostovskaya region, Yuri Slyusar, dismissed Yevgeny Poluyanov, regional minister of digital development, information technology and communications, from his post. The latter was previously detained by law enforcement officers, but subsequently released without charge.

Alekhine was born on December 31, 1981 in the city of Millerovo, Rostov Region. In 2004 he graduated from Rostov State University of Railways. He studied under programs of additional vocational education, including "Administrative reform and problems of public administration," "Information technologies in management: Use of cross-platform products in professional activities," "Effective management," "Countering corruption." Since 2013, he served as director of the state government institution of the Rostov Region "Authorized Multifunctional Center for the Provision of State and Municipal Services," and in April 2023 he was appointed Deputy Minister of Digital Development, Information Technologies and Communications of the Rostov Region.[7]
