2022: Completion of the second phase of the project to automate and centralize municipal property management processes

BFT-Holding announced on August 17, 2022 the completion of the second stage of the project to automate and centralize the management of municipal property of the Krasnoyarsk Territory. Local self-government bodies in 24 more municipalities are connected to the State Interdepartmental Information System for Centralized Accounting of Objects of the Land and Property Complex of the Krasnoyarsk Territory (GMIS), the important functionality of the system has been improved.

Krasnoyarsk Territory - the second largest constituent entity of the Russian Federation, includes more than 1700 settlements, including 13 cities of regional significance. The project to build a centralized municipal property management system began in the region in 2020. Prior to this, local government specialists worked in disparate information systems, often Excel tables were used to account for resources. Information from all these sources was difficult to consolidate. A single digital platform allows users to work with a shared database. Thanks to this, property management processes will be more transparent, the quality of management decisions will improve.

The basis for automation of the management of the land and property complex of the Krasnoyarsk Territory was the software solution of BFT-Holding "BFT. Property" (the previous name is SAUMI-WEB). On its basis, the developer's specialists created the GMIS of the Krasnoyarsk Territory. This is a cloud platform that users can access through a web browser. When implementing the first stage of the project, 10 pilot municipalities (MOs) and their subordinate organizations, as well as the regional Ministry of Finance, were connected to the system .

The implementation of the system at each connected facility was carried out remotely. Despite the coronavirus restrictions and the significant territorial distance of the facilities from each other, all work was completed in full and in contract terms.

An important feature of the project was the integration of GMIS with the information systems of the Federal Treasury (State Information System on State and Municipal Payments GIS GMP and the Automated System of the Federal Treasury ASFK) and Rosreestr. Thus, integration with Rosreestr gives GMIS users the opportunity to receive an extract from the USRN about a real estate object. GIS GMP sends information on accruals in terms of property management. At the same time, specialists can exchange data with federal systems in the usual interface.

As part of the second stage of the project, BFT-Holding specialists connected 24 more municipal ones to GMIS formations and expanded the functionality of the system with three blocks: "Public Register," "GMIS Administration in terms of the model of access to data from administrative-territorial entities (ATO) and filtering the ATO directory" and the unit for maintaining contracts for the installation and operation advertizing of structures.

The Public Register block allows you to upload from the GMIS up-to-date information on objects of registers of property of the Ministry of Defense of the region and display this data on a single portal of the Krasnoyarsk Territory. The GMIS administration unit implements the access of users to the data of several ATOs and the ability to see the hierarchy of these ATOs; in addition, the delimitation of access rights to data of registers, states, contracts, payments and electronic claims and claims is configured. The functionality of the contract maintenance unit for the installation and operation of advertising structures allows GMIS users to keep records of the relevant contracts, automatically form their templates, attach files with electronic images of documents to them, sort and search for contracts according to the specified parameters.

GMIS is used in the Ministry of Finance of the Krasnoyarsk Territory, local government bodies of 34 municipalities, as well as in institutions subordinate to them. A total of about 700 users work in the system, it is planned that about 500 more people will be connected to it.

As part of the third stage of the project, GMIS will be introduced in 26 more municipalities in the region.

In August 2022, the GMIS of the Krasnoyarsk Territory implemented functionality, without which it is difficult to imagine effective digital management of municipal property. We have replicated the system in a huge territory, and in the next stage we will further expand our coverage, up to the Taimyr Peninsula. At the same time, we were able to successfully convert historical data from several disparate systems to GMIS. The implemented solution will allow us to combine all processes for managing municipal property on a convenient platform, establish transparent interaction between administrative bodies, effectively manage property and, in general, increase the level of digitalization of the region,
