Micro-censuses will be carried out on an ongoing basis once every ten years, five years after the completion of the next All-Russian Agricultural Census. Agricultural organizations and peasant (farm) farms will fill out census forms on their own, including they will be able to enter data in a special section of the official website of the Federal State Statistics Service.

A mobile application has been developed especially for census takers of the Agricultural MicroCensus. Primary data will immediately be collected digitally, which will accelerate the process of their collection and analysis in the future. The digital census form provides automation of a number of information collection functions, which will significantly reduce the processing time. Built-in check mechanisms based on specified logical rules eliminate errors and typos. The appendix contains tips for filling in, navigation is built depending on the respondent's response, the entered data is automatically counted in the "total" column. Earlier, Rostelecom completed the preparation of digital infrastructure for the All-Russian Population Census in 2021, having fully fulfilled state contracts with Rosstat. In December 2020, the delivery of 360 thousand tablet computers with Aurora OS to the territorial state statistics bodies was completed. Some of them will be involved in the Agricultural Micro Census. The use of tablets with specialized software will improve the quality of the work of scribes and speed up the work on the obtained data.

In accordance with the instructions and decisions of the President and the Government of Russia, domestic equipment and technologies will be used in the census. Tablet computers were produced by Aquarius LLC and Byte Erg LLC at five production sites in Moscow, Kostroma, Krasnoslobodsk, Shuya and Kaliningrad. The project allowed domestic companies to establish a full production cycle for the production of tablets on an industrial scale.

Equipped with a 10.1-inch full HD display, the tablet includes a charger, protective case, stylus, two memory cards, and an external battery to keep the device up and running for days.

Tablets work on the domestic mobile OS "Aurora." For efficient and secure data collection, the operating system implements a secure, trusted mobile environment that fully complies with legal and regulatory requirements. Rostelecom also deployed a certified infrastructure for centralized management of all tablets in order to ensure information security and the safety of the collected data.

Together with the Tele2 subsidiary, all scribes will be provided with mobile data services (SIM cards are pre-installed in tablets).

The collection of data for the Agricultural Micro-Census in digital format will increase the reliability and quality of the data received, as well as speed up their processing and analysis. Errors and typos will be excluded, it will not be necessary to transfer handwritten information to a machine-readable form. And most importantly, the final data on personal subsidiary farms and horticultural associations will be obtained in a short time. At all stages of the census, from data collection to processing in the central information system, reliable cyber protection of personal and other sensitive information will be provided. Agricultural micro-census should cover at least 30% of all categories of agricultural producers, including farmers, individual entrepreneurs, owners of personal subsidiary farms. The questionnaires will contain questions about the size of sown areas by group of crops, areas occupied by fruit perennial plantations, as well as the number of livestock of farm animals.

On August 31, 2010, Contour Components held a press lunch on the publication of data from the All-Russian Agricultural Census (VSHP) based on Business Intelligence (BI) technology.

On the basis of Contour BI and other questions took part in discussion of features of the publication of data of VSHP: CEO of Contour ComponentsNekrasov Vladimir and leading expert of Management of information resources and technologies of Rosstat Tatyana Aksenova.

Rosstat for the first time in the world published agricultural census data on the BI platform. BI is an innovative technology for working with data, thanks to which it became possible to view agricultural census data on the Rosstat website in interactive interfaces, including tables, graphs and multi-layer maps of Russia with accuracy to municipalities. The search for census indicators can be carried out using alternative headers, including metadata - a description of indicators.

The system includes a data store (about 200 "cubes"), with the help of which the user can filter on an arbitrary set of parameters, "deepen" and "generalize" information, "rotate" the table. You can also make "unplanned" queries to the data store.

The new system ensures high availability of WHCP data, now they can be used by a wide range of citizens. Employees of departments, journalists, analysts, scientists and students have the opportunity to use modern analytical technologies for free. The results of manipulations can be uploaded to MS Excel, CSV, PDF formats.

Realization

The data was first processed, then uploaded to the vault and published to the service site. WHCP information was published in a new version of the system, in which the BI module was combined with an industrial hybrid intelligent system. This system shows data on a multi-layer map, in which the map data is legally accurate, detailed, and the statistical data is shown by various methods - point distribution, gradient filling of territories, graphs, etc.

As a result of combining technologies, layers with data are formed automatically and dynamically, that is, the user can "play" with data on the map in the same way as with other visual elements of the OLAP cube. The map is important for displaying statistics in the context of regions: the whole picture in the country becomes understandable with one look.

About the approach

The new approach to publishing data will help to identify the potential of agriculture and challenges in its development, as well as to formulate effective agro-industrial policies.

More than 32 thousand individual entrepreneurs, 60 thousand agricultural organizations and the enterprises, 254.5 thousand country farms, about 23 million personal subsidiary farms and 80 thousand gardening, market-gardening, livestock, country noncommercial associations participated in a census. From the federal budget, 6.5 billion rubles were allocated for the census.
