Rosatom will transfer the management of 150,000 employees from SAP HCM to a proprietary platform. It is "tested" at a nuclear power plant in Egypt

All enterprises of the nuclear-energy complex Rosatom"" will switch to their own solution of the state corporation for Human Resources Management "" Atomkor until 2027 or a little earlier. On December 6, 2022, TAdviser was told about this at the Center for Digital HR Technologies (HR Tech), "Greenatom" which is developing Atomkor and is part of the Rosatom Group of Companies.

In total, about 150 thousand people work in the Rosatom nuclear energy complex. It now uses mainly SAP solutions for human resources.

Atomkor is positioned on the HR Tech website of Greenatom as the basic HR platform for personnel management. And in vacancies on the HH recruiting portal, the company calls Atomkor the largest digital service of Rosatom.

The Greenatom Center for Digital HR Technologies told TAdviser that they are writing this new solution "from scratch."

Atomkor allows you to calculate wages, keep time records, personnel administration and personnel records, and manage organizational structure. The platform also provides an employee's personal account and universal functions such as HR analytics and reporting, data visualization, module integration, data aggregation into a single database.

At the interface level, the platform uses artificial intelligence (AI), which evaluates user actions in the system and adapts the interface to employee habits. AI is also involved in the platform voice assistant, it is designed to control the accounting system by voice. Even in the platform, for example, robotization of information entry processes is used: the developers promise users zero manual actions when entering primary data.

The Atomkor platform makes it possible to conduct multinational and multi-currency accounting - it supports the legislation of different countries and the possibility of calculating wages in different currencies within the same enterprise. And it will be "tested" not in Russia, but in Egypt: the Atomkor implementation project at the Egyptian El Dabaa nuclear power plant has recently started, TAdviser was told at the Greenatom Center for Digital HR Technologies.

At the beginning of 2023, the pilot implementation of Atomkor at 8 Rosatom enterprises in Russia should begin, and a larger replication is expected behind it.

SAP solutions, which, against the background of the Russian-Ukrainian conflict in 2022, is curtailing its business in Russia, have managed to settle tightly in Rosatom in previous years. SAP ERP HCM, in particular, has been implemented at state corporation enterprises in industrial mode since about 2010[2], its replication took several years. In 2015, Rosatom reported a record wave of replication of SAP ERP HCM[3]. The SAP ERP HCM implementation project in the state corporation was awarded by SAP at its international SAP Quality Awards.

However, soon Rosatom headed for a replacement of the human resources system within the framework of the general import substitution policy. So, in 2018, the transfer of enterprises of the nuclear weapons complex (NWC) to a standard personnel management system based on the domestic Alfa platform began. This solution for YaOK was developed by the supplier of this platform - Informcontact - together with specialists from RFNC-VNIIEF.

The Greenatom Center for Digital HR Technologies clarified to TAdviser that YAOk enterprises will continue to use ALFA HR, Atomkor will only be for YAOk enterprises.

And in 2021, Rosatom has already entered its own developments in the field of personnel management into the register of domestic software - the Rosatom NSM version 1 system, the basic IT platform for human capital management, the copyright holder of which is Greenatom. Judging by the description of Rosatom NSM version 1 on the Greenatom website, these developments are used in the Atomkor project.

The Greenatom Center for Digital HR Technologies is also developing the Record platform for managing employee goals, development and careers, the functionality of which is similar in description to SAP SuccessFactors.
