2023: Imports of new and used cars increased 1.5 times to 226 thousand units
Imports of cars to Russia through Vladivostok in 2023 increased 1.5 times compared to 2022 and reached 226 thousand units. We are talking about the design of new and used vehicles of individuals for personal use. The press service of the Vladivostok customs announced this on January 31, 2024.
It is noted that mainly cars with a volume of 1 to 1.8 liters from Japan and South Korea passed through customs. Since August 9, 2023, Japan has banned the import into the Russian Federation of cars with gasoline and diesel engines ranging from 1.9 liters, as well as hybrids and electric vehicles. After that, imports began to decline, but it returned to growth in October 2023, when the Vladivostok customs registered about 10,500 cars.
Earlier, Deputy Prime Minister and Presidential Envoy to the Far Eastern Federal District Yuri Trutnev said that it was necessary to solve the problem with bandwidth at the border. He proposed simplifying customs procedures for this. In March 2023, Trutnev ordered within two years to resolve issues related to the construction of checkpoints in the Far East. The topic of the work of checkpoints is one of the key for the Far East, the plenipotentiary noted.
The FCS reported that they took measures to solve logistics problems. From February 1, 2024, Vladivostok customs posts switch to a daily work schedule - from 8:30 to 20:30. To do this, 24 employees were added to the staff of the customs clearance and customs control departments. The seven-day schedule will reduce the time for registration of the car, according to the FCS. Previously, registration took place only on weekdays, and on weekends and holidays - according to preliminary applications.[1]
2022: Car imports up 72%
The import of cars through the Vladivostok customs in 2022 increased by 72% and exceeded 197 thousand cars. This was announced on January 23, 2023 by the press service of the Far Eastern Customs Administration.
It is clarified that the number of used foreign cars imported by individuals increased by 72%. In June 2022, the number of imported cars amounted to 15 thousand, and in November - already 28 thousand. In December, the number of registered vehicles decreased slightly - to 26 thousand, but the same figure in December 2021 was 11 thousand.
Most often, Russians imported cars manufactured by Japan - Toyota, Mazda, Nissan, Honda, Subaru and Suzuki. Demand for Hyundai and Kia was lower compared to Japanese models. The import of cars for personal use from China through Vladivostok customs is of a single nature, the press service of the Far Eastern Customs Administration noted.
After entering the territory of Russia, the car is on average in the port for another nine to ten days.
Of these ten days, the release of the passenger customs declaration (PTD) for the car takes only three to four days, - explained the acting first deputy head of the Vladivostok customs Alexander Shek. |
According to him, the rest of the time is spent on preparing documents, submitting them to the customs authority, as well as paying customs duties, and it can be reduced if you prepare all the necessary documents and pay duties in advance.
For residents of the Far East, from the very beginning, there was a preferential regime for the import of a car without installing ERA-GLONASS. The last time the preferential regime was extended until December 2022. One resident of the region is allowed to import one car each year that is not equipped with this system.[2]
