2023: Automation of property data verification in civil servants of the Novosibirsk region
On February 16, 2023, 1SRarus announced the implementation of a project to automate the process of checking certificates of income, expenses, property and property obligations of civil servants of the Novosibirsk region. 2022 declaration campaign to be held with an automated system. According to the company, annually, according to the requirements of anti-corruption legislation, civil servants of the Russian Federation are obliged to provide information on their own income and family members. In the case of using special software "Help BC," the document is filled out in the program for each family member, printed, signed and submitted in paper form to the local anti-corruption service . The references are then checked.
A correctly executed certificate is accepted for further work. If the certificate is filled out incorrectly (the information is not provided in full, incorrect contradictory data is indicated, not submitted for all family members), then the document is returned to the owner for revision and correction.
In the Novosibirsk region, the process of accounting for the submission and verification of certificates of income, expenses, property and property obligations has been optimized. The state information system "Personnel registration of civil servants of the Novosibirsk region" created in 2018 by 1SRarus was taken as a basis.
First, they implemented the functionality that determines the list of civil servants and members of their families who need to provide certificates. According to this list , the employee's personal account receives a notification. Next, all that remains is to fill out the document template and send it for verification. The employee receives either confirmation that everything is filled out correctly, or a protocol of non-conformities indicating in which section, in which item errors were made and incorrect data are indicated. For the convenience of operation, the fields for which you want to make changes are highlighted.
Once approved, the help can be printed, signed and handed over. Also, within the framework of the project, functionality has been developed that optimizes the process of checking certificates:
- The completed help can be compared to past help to quickly find inconsistencies and correct errors.
- If the help is returned for correction, then when you review it again, you do not need to check it completely again. The system automatically detects and displays only correction fields.
- The help fields are automatically checked and filled out, which are presented in your personal account - full name, date of birth, address, SNILS.
Based on the information provided, a document is automatically formed for publishing data on the income of civil servants on the website of the government of the Novosibirsk region. Prior to this, the process was performed manually. From each help, the information necessary for provision on the site was taken, the responsible employee transferred it to the table of the established sample, saved in the required format and then uploaded to the site. To process the received documents, accuracy and attentiveness were required to prevent mistakes.
For February 2023, since the help is generated correctly, the system automatically determines the data necessary for displaying on the site and transfers it to the table. Responsible employee using a specially created You can only generate a document for publication and upload the report to the site.
Project results:
- The process of accounting for civil servants who need to provide information on income is automated.
- The time for providing certificates has been reduced. Everything is clear: filled out, sent, made adjustments, if necessary, printed, signed, passed. It is not necessary to clarify several times whether the document has been accepted, whether it has been checked , take it for adjustments and bring it again. Everything is reflected in the personal account and is available anywhere , wherever the employee is.
- The time for accounting, verification and processing of certificates has been reduced. Only the signed original of the help already verified by the system is accepted.
- Errors and the human factor are excluded when providing information on the income of civil servants to the site.
- Specialized reports have been developed: analysis and comparison of income and expenses; a list of those required to submit reports to analyze the status of their collection; uploading information for publication on the website of the government of the Novosibirsk region.
Converting the process of filling out, receiving and processing certificates into electronic form helped us optimize the efficiency of employees. Errors are minimized, manual duplication of information is excluded. Help is stored in the system, not lost, you can return to information submitted in previous periods at any time.
