At the end of February 2024, Rostelecom launched the Network Management and Monitoring Center (TsUMS-Vostok) in Novosibirsk.

It will replace 28 regional sites, monitor performance and provide round-the-clock management of network equipment in Siberia, the Urals and the Far East.

The opening of TsUMS-Vostok was the final stage in creating a fundamentally different model for managing the network infrastructure. The center will function synchronously with the TsUMS-West launched in 2023 - together these facilities will ensure guaranteed high reliability of communication for the whole country.

This approach will positively affect the quality of digital services provided. The speed of response to network incidents will increase significantly - now in most cases they will be eliminated unnoticed by customers. If a failure is detected, the monitoring center engineers will quickly reconfigure the network and switch traffic to backup equipment.

TsUMS-East and TsUMS-West will become mutually redundant objects - if necessary, each of them will be able to monitor and manage the entire Rostelecom network in 49 thousand settlements of 89 constituent entities of the Russian Federation. In total, their area of ​ ​ responsibility includes control of about 200 thousand km of communication lines, including 8.4 thousand km of underwater fiber-optic lines, 5 thousand servers, 2.6 thousand IPTV channels, about 1 million network equipment and almost 8 million customer equipment.

A reliable infrastructure that ensures the operation of information systems of most Russian departments and strategic enterprises is the basis of a platform for the digital transformation of key sectors of the economy, social sphere and public administration. A fundamentally different model for managing and monitoring the network infrastructure is another stage in the transformation of Rostelecom. The heart of the Center is the media wall, 750 million pixels of which display information about the state of the company's network devices every day. The digital core is an umbrella complex event processing system that combines data from 300 monitoring systems. This allows you to accurately determine the root cause of the accident as soon as possible and combine the data into one incident. In the future, it is planned to actively use artificial intelligence tools in the work of the centers: as early as February 2024, more than 12% of the data volume is analyzed with their help.

The work of TsUMS-Vostok will be provided by a team of 200 specialists. In each of the monitoring areas (data transmission network, transport network, multimedia and telematics, interactive television, IP telephony, network life support systems and technical support), a special group of engineers is allocated. The state of each node is estimated in the range from 30 seconds to 5 minutes, and the total number of examined parameters exceeds 25 million. When equipping the center, mainly domestic equipment was used.

2023: Launch of the "Network Control and Monitoring Center" (TsUMS-West)

On March 14, 2023, Rostelecom announced the launch of the Network Control and Monitoring Center (TsUMS-West), which will monitor the reliability of the company's network infrastructure in real time around the clock. It combined on one site 33 local monitoring centers of the company's network responsible for the western part of Russia, as well as trunk channels to Europe and Asia. With its introduction, the speed of response to network incidents and emergencies will increase, the network manageability and quality will be optimized. digital services and services provided by the company, including television and telephony.

Open the "Network Control and Monitoring Center"

According to the company, the area of ​ ​ responsibility of TsUMS-West includes 42 regions from the Central, North-West, Volga, South and North Caucasus federal districts.

The center will control the network infrastructure with a length of more than 108 thousand km, as well as about three thousand main servers and telematics servers, more than 775 thousand nodes of the company's networks and over 5 million pieces of customer equipment. The state of each node is estimated in the range from 30 seconds to 5 minutes, and the total number of examined parameters exceeds 25 million. In total, 215 people provide the work of the center. All technical support departments are integrated into one system, which optimizes the manageability and speed of solving problems on the network. TsUMS-West will work in synchronization with the second similar object of Rostelecom, responsible for monitoring the eastern part of the country, and may, if necessary, act as a backup for it, that is, monitor the operability of the network throughout Russia.

Improving the monitoring system of such a large-scale infrastructure, to which almost all domestic operators and providers are connected, strengthens the digital sovereignty of our country. Due to the fact that the center is open in Krasnodar, the digital cluster in the south of Russia will become more technological and will contribute to the integration of digital solutions in various sectors of the regional economy and the life of our fellow citizens.

"Control and Monitoring Center"

Thanks to the integration of a number of linear and technical accounting systems at the TsUMS-West site, the search for network data has accelerated. A key role is played by the umbrella system of integrated event processing from more than 300 monitoring systems. It helps to quickly find the root cause of the emergency. If an accident is detected, TsUMS specialists can quickly transfer communication to backup equipment and thereby ensure uninterrupted network operation. Also in the structure of the center has a dedicated group of engineers who, in cooperation with electric power companies, monitor the power supply of the entire infrastructure.

Given the economic and geopolitical situation, we have created two geographically reserved CUMS in the west and east of the country. A separate group of specialists of the center monitors the stability of the traffic of interactive television - about 1.5 thousand digital channels and 2.4 million sessions of individual clients are under constant control of smart systems and technical experts. Incoming traffic from the total number of Internet users, systems and digital services is about 12 Tbit/s, outgoing traffic is more than 3.6 Tbit/s.

In addition to detecting and eliminating accidents, CUMS helps to interact with regulatory authorities and ministries, coordinate work on the network infrastructure and maintain networks of other operators within the framework of inter-operator cooperation (O2O project). Particular attention is paid to the communication channels of various special services and departments, as well as ensuring the operation of digital systems during important federal events, such as a single voting day and a single state exam.
