2014: Construction of the video surveillance subsystem of the Safe City hardware and software complex in Astrakhan

In early October 2014, Abak2000, together with the Astrakhan branch of Rostelecom, completed work on the main part of the video surveillance subsystem of the Safe City hardware and software complex in Astrakhan.

Work on the agro-industrial complex "Safe City" in the Astrakhan region began in 2008 and was carried out as part of the implementation of the state program "Reducing risks and mitigating the consequences of natural and man-made emergencies in the Astrakhan region." The main tasks of the system were the technical support of law enforcement around the clock and assistance in solving crimes in hot pursuit.

The implemented complex includes a number of analytical algorithms designed to promptly receive a signal about emergency situations. The developed video surveillance and video analytics system is based on intelligent mechanisms that allow you to proactively notify system operators about the possibility of an abnormal situation. The system analyzes the environment and sends timely notifications to operators about certain events. The following tools are implemented in the complex:

  • face detection,
  • license plate recognition,
  • control of intersection of prohibited zones,
  • control of abandoned and carried away items.

All this together allows you to reduce the load on operators and increase concentration of attention, since a person analyzes only the warnings that the system issues for him, and does not continuously monitor images from cameras. All law enforcement agencies, as well as Astrakhan rescuers, have real-time access to the information system.

The main situation center is displayed on a mounted video wall of 12 LCD panels, each of which can function as an independent screen and as part of a common video wall, which allows zoning the output image in an optimal manner for operators.

For the functioning of the software and hardware complex, the data transmission network was modernized, more than 15 kilometers of fiber-optic cable were laid, the Regional Police Situation Center was retrofitted, 77 video surveillance cameras were placed. The 30 cameras are controllable and allow you to change the view and scale of the image. All cameras have a day-night function, which allows you to maintain high quality video images in the dark or in difficult weather conditions.

The installation of the cameras was preceded by an analysis that made it possible to place an "all-seeing eye" in places of mass gathering of citizens, at the busiest intersections.

Within the framework of this project, the project executors - Abak2000 companies and the Astrakhan branch of OJSC Rostelecom - set themselves rather difficult and not everyday tasks. This is the organization of operational survey work, the analysis of the situation on the streets of the city center, the establishment of a single point of interaction with the management bodies and users of the future system. Each element of the system, starting with the video of the wall in the operational headquarters of the Internal Affairs Directorate of the Astrakhan Region, ending with a video surveillance camera, the picture of which on this wall was maximally adapted to the future development of the system and its optimal operation at the moment.

In the future, it is planned to expand the functionality of the system: increase the number of CCTV cameras and ensure integration with existing systems.

As a result of the project, Astrakhan got the opportunity to openly declare a new step towards safe living and living of the city residents.

For me and the entire Rostelecom team, which was involved in the project, the period of work on it was as interesting and dynamic as possible. The task was to master and link many technological innovations into a single information system in a short time. Working with our partner, the Abak2000 Group of Companies, brought us all together, brought together a common creative interest in the process and provided a common experience. Vinnikov Stanislav, director of Abak-2000 Group of Companies, noted that the Safe City project in Astrakhan allowed us to work out and improve skills in several areas at once:

  • creation of a technically complex integration project in a very short time;
  • coordination of work with several independent departments at the same time: Ministry of Emergency Situations, FSB, Central Internal Affairs Directorate, Investigative Committee, Regional Administration;
  • responsibility for the result and surrender to the first persons of the state.
