The Ministry of Finance of the Chelyabinsk Region has automated the interaction of budget execution and accounting systems

2023: Automation of the interaction of the budget execution system and accounting with the help of BFT.PIV

In the Chelyabinsk region, an automatic exchange of information was organized between the regional budget execution system and the unified accounting information system. The interaction was ensured by BFT-Holding and its software development "BFT.PIV." The project was commissioned by the Ministry of Finance of the region. This was reported by representatives of BFT-Holding on June 14, 2023.

To execute the budget in the Chelyabinsk region, a system of automation of financial and treasury bodies is used on the basis of the ADC-Finance software complex developed by BFT-Holding. The region is also introducing a unified information system for accounting of state authorities, created on the basis of a set of technological solutions 1C.

Specialists of the Ministry of Finance analyzed the experience of interaction between users of these two systems. We tried to isolate the current requests and needs that arise during the work, and looked at how they can be closed. So we realized that there is, for example, the problem of double input of data, when the same information has to be duplicated in different systems. We saw that when sending documents, some of the information may be distorted, which is why it has to be rechecked manually. And we set the task to automate the document flow between the budget execution system and centralized accounting so that in the future such difficulties do not arise, noted First Deputy Minister of Finance of the Chelyabinsk Region Aleksandr Gryazev.

As a result, the seamless integration carried out by the developers of BFT-Holding closed several tasks at once:

• provided the ability to enter information once, without the need to duplicate data in two systems at once;
• made it possible to switch from the exchange of paper and electronic documents in manual mode to automatic information interaction;
• made it possible to maintain the identity of documents in both systems.

As of June 2023, all types of documents and reference data are automatically sent from the budget execution system to the accounting system and back. At the same time, electronic versions of documents receive an individual transport signature, which guarantees the identity of the data, their integrity and legal significance.

The introduction of the BFT.PIV subsystem has become the next stage in the development of the region's IT infrastructure for financial management. The Ministry of Finance was faced with the task of optimizing the interaction of budget execution and accounting systems. BFT-Holding, in turn, provided the technical side of this process. The document flow between the two important IT systems of the Chelyabinsk region is fully automated. The accounting department has a tool that allows you to generate all the necessary documents in the ADC-Finance system and receive the necessary information without additional manual input. In response, the Ministry of Finance automatically accepts applications for payment of expenses from the accounting system. This is the next stage in the digital transformation of regional authorities and the Ministry of Finance in particular.
