A digital state platform is being created in Russia to train migrants
The Russian government has started creating a digital platform where educational and methodological materials for studying the Russian language by foreign citizens who come to live and work in Russia will be placed. The press service of the Cabinet of Ministers announced this on October 24, 2023.
The new IT initiative, according to its authors, will contribute to a faster adaptation of labor migrants, since it is knowledge of the language that is the main factor for an early arrangement in an unfamiliar environment.
In addition, by the end of October 2023, the government is developing a draft electronic registers of employers and foreigners coming to Russia to work. Prime Minister Mikhail Mishustin stressed that the authorities must clearly understand which employees are arriving in the country.
It is necessary to correlate information about the knowledge and experience of foreigners with the development of the labor market by industry, monitor the dynamics of the situation, determine where a critical lack of own personnel may arise. Based on the entire set of data, already make decisions, - quoted his words on the website of the Cabinet. |
In connection with the introduction of digital tools in the field of migration management, the government wants to translate the interaction of government agencies with foreigners into a convenient online format. Mishustin added that this is necessary primarily to strengthen the country's security by increasing control over a large number of migrants coming to the country. He also noted that the crimes of foreigners committed in Russia, as a rule, have a wide social resonance.
It is important to ensure the proper level of control over the stay of workers from abroad in Russia. Effectively identify illegal persons and those who are prone to illegal activities, - concluded the Prime Minister. [1]] |
The Ministry of Economic Development told how digitalization will take place in the migration sphere
In mid-June 2023, the Ministry of Economic Development of the Russian Federation spoke about plans for the development of information technology in the migration sphere. According to the deputy head of the department Dmitry Volvach, the accounting of foreigners and the form of provision of public services in the field of migration require maximum digitalization.
When public services in the field of migration completely switch to digital services and mobile applications, then the awareness of foreign citizens about the preferences and opportunities of migrants in Russia, about the rules and restrictions that apply in our country will naturally increase, he stressed. |
According to Volvach, on the basis of existing internal registers, the most complete and correct digital profile of a foreign citizen should be collected, with the help of which the FMS and other departments will be easier to manage migration processes, improve the analytics system and better understand how migration affects the Russian economy and the labor market.
Of particular importance for the digital transition in migration management is presidential decree No. 474 "On the national development goals of the Russian Federation for the period up to 2030," which approved digital transformation as one of the national development goals, including the achievement of digital maturity in key sectors of the economy and social sphere, as well as public administration. The government notes that this document sets a common framework and impetus from which the entire context and incentives for the digital transformation of the migration sphere grow.
Digitalization of the migration sphere is recognized as an urgent task, the solution of which will help optimize administrative procedures, reduce organizational and financial costs, prevent corruption risks, and also improve the quality of forecasting and control of the migration situation.[2]
