The government discussed the introduction of digital profiles of labor migrants
On March 28, 2024, during a meeting of the United Russia faction with Prime Minister of the Government RFMikhail Mishustin, the issue of labor migration was raised. In particular, the need to create a digital profile for each migrant was discussed. This was announced in his Telegram channel by the Deputy Chairman of the State Duma of the Russian Federation Sergei Neverov. According to him, the topic is painful, but requires a careful, thoughtful approach.
"We need a high-quality implementation of the formed plan for the labor market until 2030. And labor migration must be ensured by the responsibility of the employer in the sense that if a person comes to work, he works for him. If he was fired, the competent authorities are immediately notified of this, "Sergei Neverov said in a statement. |
"A digital profile of the person who came to work will be created. Where he moves when his permits expire, where he lives, with whom. Any transition to another job, dismissal - everything should be under control, "he stressed[1] |
According to Sergei Neverov, this is not only a security issue, but also the observance of the rights of labor migrants themselves.
As the chairman of the National Anti-Corruption Committee Kirill Kabanov noted in his Telegram channel, the initiative to introduce a "digital profile" was previously developed as part of a set of measures to introduce at the legislative level a "controlled stay regime" for foreign citizens (with the exception of tourists).
"At its core, this is an analogue, covid QR codes but with a larger volume, data including, in tax real time," he explained. |
In his opinion, the introduction of digital profiles of migrants should increase the efficiency and effectiveness of checking a specific foreigner at a specific point and place.
"For example, a police officer, having considered such a code, will see that, for example, the checked has no tax deductions for the last two months, which does not correspond to the status of a labor migrant and the purpose of his arrival - work. And since it does not work, it means that there is a legal basis for expelling a migrant from the Russian Federation. There will also be other data useful for law enforcement officers, "Kirill Kabanov said[2] |
The idea of digital profiles of migrants, which was discussed on March 28 in the State Duma, is contained in the plan of measures for the implementation in 2024-2025. The concept of migration policy, approved by the Russian government in January 2024.[3]. The document provides[4] creation of a system of digital profiles and its implementation by the end of 2024. It will combine migration accounting data contained in the databases of various departments.
The plan also includes an experiment: testing the collection of biometric data of foreign citizens at checkpoints across the state border of the Russian Federation airports of the Moscow transport air hub; testing the process of authentication of foreign citizens at checkpoints across the state border of the Russian Federation using biometric data placed in a single biometric system; issuing a foreign citizen card in the state budgetary institution of the city of Moscow "Multifunctional Migration Center," conducting state genomic registration and recording the voice of foreign citizens.
Mishustin approved the creation of a digital migrant profile
In January 2024, the Government of the Russian Federation approved a two-year action plan for the implementation of the concept of migration policy. One of the directions of this document concerns the creation of a digital profile system for foreigners coming to Russia.
As reported TASS with reference to the plan of the concept of migration policy from 2024 to 2025, which was signed by the Prime Minister, Mikhail Mishustin the digital profile should combine the migration accounting data contained in various departmental systems for each foreign citizen. To create such a system, you will need to work together,,, and MINISTRY OF INTERNAL AFFAIRS FSB. Ministry of Economics Ministry of Education and Science Ministry of Digital Development The development of the system should be completed by December 10, 2024.
According to the authors of the initiative, it will ensure reliable confirmation of the identity of foreigners arriving in the country. It is planned to use biometric data in the system. In addition, foreign citizens entering in a visa-free manner will be able to send an electronic notification of their planned arrival in the Russian Federation using a digital profile. Also, the mechanism will allow migrants to use state Public services.
As part of the digitalization of the migration system, the government is also going to develop a system of electronic visas. Already this year, the list of countries whose citizens have the right to issue such an entry document may be expanded. It is planned to expand the list of types of visas issued in electronic form, including workers and educational ones. Until September 10, 2024, the Ministry of Internal Affairs, the FSB MFA Russia and must prepare regulatory legal acts to grant foreigners the right to change the purpose of entering the Russian Federation without the need to leave the country.
In addition, the document involves the creation of a memo on the rules and norms of behavior of foreigners in Russia, including using the digital platform of migration processes and labor resources.[5]
