Arthur Lukmanov was born in 1977.
Education
Higher education: in 2000 he graduated from MGIMO of the Ministry of Foreign Affairs of Russia. Candidate of Economic Sciences. He speaks English, Arabic and Turkish.
Career
2023: Appointment as Special Representative of the President of the Russian Federation for International Cooperation in the Field of Information Security
At the end of July 2023, the president Russia Vladimir Putin signed a decree appointing Arthur Lukmanov, who previously served as director of a similar department in, as special representative for international cooperation in the field of information security. Since 2014, the post of special representative of the President of Russia for cooperation in information security has been held by Andrei Krutskikh. In 2020-2022, he was also the head of the Department of International Information Security of the Ministry of Foreign Affairs of Russia. This Department of Foreign Affairs deals, among other things, with the issues of countering the misuse of information and communication technologies, the activities of the International Telecommunication Union, the Universal Postal Union, as well as the use and management of the Internet.
As reported on the website of the Russian Foreign Ministry, since 2000, Arthur Lukmanov has held various diplomatic positions in the central office and abroad. He holds the diplomatic rank of Envoy Extraordinary and Plenipotentiary, 2nd Class.
In April 2023, Arthur Lukmanov said that the West is militarizing the information space. According to him, the actions of the United States and its allies in this area threaten to develop into an armed clash. Lukmanov also spoke about the creation in the United States at the official level of cyber command within the armed forces.[1]
