Biography
Was born in 1979 in the Moscow region.
In 2001 graduated from sociological faculty of the Russian state social university, specialty - "social information science".
During the period from 2001 to 2005 conducted teaching activity and also worked at different positions in business companies.
In 2006 defended the dissertation for a degree of the candidate of sociological sciences.
2005-2008: Ministry of IT and communication
From 2005 to 2008 worked at different positions in the Ministry of information technologies and communication of the Russian Federation (including in Maksut Shadayev's department). Dealt with issues of informatization of education and health care and implementation of creation of the state information system of monitoring of implementation of priority national projects Management state automated systems (GASU).
2009: Transition to the Ministry of Health
From 2009 to 2012 - the associate director of department of informatization of the Ministry of Health and Social Development of the Russian Federation where was engaged in organization of events on creation of a single state information system in health care, monitoring systems of regional programs of upgrade of health care and also information systems in the field of work and area of the public civil service.
Worked in Oleg Simakov's team later in Vadim Dubinin's team.
In June, 2012 it is appointed the acting as the director of IT department of the Ministry of Health[1], and then and the director of this department.
2014: Dismissal from the Ministry of Health
At the end of July, 2014 Roman Ivakin left the post. Announced the source familiar with a situation this TAdviser. Elena Boyko became Roman Ivakin's successor as the director of IT department of the Ministry of Health. Boyko passed into the Ministry of Health from the Ministry of Telecom and Mass Communications where held a position of the associate director of department of state policy in the field of informatization of authorities.
Roman Ivakin confirmed to TAdviser information on the departure from the job of the Chief information officer of the Ministry of Health.
"Within implementation of services of Uniform State Health Information System we came to understanding of need of building of more optimal management system. It demanded certain staff changes, - he said. - I will continue to deal with issues of informatization of health care in new quality. So far to speak about parts prematurely".
The former Chief information officer of the Ministry of Health also noted that Elena Boyko supervised questions of creation of EGSZ within activity of the Ministry of Telecom and Mass Communications for a long time. All other command dealing with issues of informatization in the Ministry of Health will continue development of the project under her supervision.
"We hope that the managerial model created by us will allow to reach new qualitative level at development of Uniform State Health Information System and further implementation of already functioning services", - Roman Ivakin in a conversation with TAdviser added.
In the Ministry of Telecom and Mass Communications concerning Elena Boyko's transition to new work location told TAdviser that it has experience of implementation of commercial IT projects and projects in a public sector, including in the field of electronic health care. Representatives of department consider that "its competences and experience will be useful when implementing the Ministry of Health of socially important IT projects including Uniform State Health Information System".
