2024: Rosseti allocated 1.42 billion rubles for SAP software maintenance
The company Rosseti"" is ready to allocate ₽1,42 billion for maintenance, software SAP despite the fact that the German developer has ceased its activities in the Russian market. This became known in September 2024. The funds will be used to support the corporate management information system (CMS), which operates on the basis of this. ON The maintenance process is designed for three years and is aimed at ensuring the continuity business processes of the company and maintaining the operability of the system.
According to CNews, the tender for servicing KISU was published on the public procurement portal. Companies can apply to participate in the auction until September 20, 2024, and the winner will be announced on October 10, 2024. In total, 61 system components will fall under maintenance. The contract with the selected contractor will be signed for a period of three years, during which all the necessary work will be carried out to keep the system up to date.
According to the published information, the main goal of this tender is to reduce the total cost of ownership of the system and ensure its stable operation. Despite the departure of SAP from the Russian market, Rosseti continues to maintain the functioning of its software, as it still plays an important role in managing the company's business processes.
Earlier, SAP officially announced the termination of work with Russian customers, and in March 2024, the company closed access to its cloud services for Russian users. However, as CNews notes in mid-September 2024, Rosseti has been publishing similar tenders for servicing this software for several years, which confirms the company's high dependence on this software.[1]

The parent company of the Rosseti group - PJSC Rosseti - on August 29, 2023 announced a tender for the supply of maintenance and technical support services to its corporate information management system (KISU)[2]. The initial price of the contract is about 456.7 million rubles.
The system that requires maintenance and support is based on SAP software. The scope of services includes functional support of the business processes implemented in the system through the advice of end users, correction of errors detected during operation, implementation of changes in the ISR due to the newly emerging requirements of the legislation of the Russian Federation, provided that its integrity is maintained. It also requires enhanced functional support for the business processes of investment planning and budgeting.
According to the published terms of reference, the list of services includes ensuring uninterrupted operation and administration of the ISU, its update and revision, support for users, including users of the archive system, and initial processing of requests.
Support services are designed for a period of 12 months from the date of signing the contract with the contractor. And Rosseti plans to take stock of the tender on September 29, 2023.
In parallel with the parent company Rosseti, a large tender - with an initial price of about 319 million rubles - for comprehensive support services for an automated financial and economic management system, which is also based on SAP, announced Rosseti Moscow Region[3].
At the beginning of 2023, a reorganization was completed in the Rosseti group, as a result of which the Federal Grid Company - Rosseti (abbr. Rosseti PJSC), formed on the basis of FGC UES, became the holding's parent company.
Before the reorganization was completed, in 2022, the general director, chairman of the board of Rosseti Andrei Ruminna SPIEF noted that the largest software complex in Rosseti is based on the products of the German vendor: "Unfortunately, we have many subsidiaries at SAP, including the largest - FGC UES - these are backbone networks, completely on SAP." Then it was about the fact that replacing it with domestic decisions is a non-trivial task.
According to the public procurement portal EIS "Procurement," support for KISU on the basis of SAP previously cost FGC UES hundreds of millions of rubles. So, in 2022, the company entered into an agreement for the maintenance and technical support of this system with a volume of about 591.5 million rubles[4], designed for a period until January 2024. The contract card on the public procurement portal does not indicate with whom exactly it was concluded, but, according to the protocol for summing up the results, then only one application was allowed to participate in the competition - from a collective participant in the Intellectual Systems and Applied Solutions companies.
And even earlier, in 2019, an agreement was signed for support services for the corporate information management system "FGC UES" and expanded technical support for business processes for the formation of investment planning and budgeting in the amount of more than 1 billion rubles with a deadline until July 2022[5]. Then the winner of the tender was Sigma, a company specializing in complex IT solutions for automating the activities of enterprises in the energy sector.
At the same time, in the annual report for 2022, the parent company Rosseti reported that work was organized to design an integrated corporate information system for enterprise management in accordance with the requirements of the directive of the Government of the Russian Federation of 06.12.2018 No. 10068p-P13 (on the transition to the predominant use of domestic software). In the UIS "Procurement" there is information about the contract for the design of such a system in the amount of about 597.3 million rubles[6]. The winner of the tender for these works was then a collective participant represented by the companies Sigma and Intelligent Systems mentioned above, with which an agreement was concluded in February 2023. And the third participant was also the already mentioned company "Applied Solutions." The term of this contract is December 2024.
It follows from the terms of reference that the import-substituted CMS is intended to replace the current system with SAP. On the basis of which Russian solutions it will be created, it is to be determined during the project based on the results of testing.
In addition to the main functionality of the system, it is necessary to provide for many integrations both with the systems in the loop of Rosseti itself and with third-party information resources.
