2024: Addition of subsystems "Tenant's Personal Account" and "Public Register "

BFT-Holding has expanded the functionality of the automated system for managing state and municipal property of the Leningrad Region. BFT-Holding announced this on April 8, 2024.

Now the subsystems "Tenant's Personal Account" and "Public Register" have appeared in the system. These subsystems are designed to simplify the interaction of citizens and organizations with the state and municipal authorities of the Leningrad Region responsible for the management of state and municipal property.

GIS "AIS UI LO" of the Leningrad Regional Committee for State Property Management (KUGI) is designed for effective comprehensive automation of state and municipal property management processes. The system was developed on the basis of the decision "BFT. Property" and as of April 2024 was registered in the register of state information systems of the Leningrad Region. It includes specialists of all executive authorities and local self-government bodies responsible for work in the field of land and property relations, as well as employees of subordinate organizations - more than 800 users in total. The system supports all the main business processes for property accounting and provides legally significant document flow.

In the "Tenant's Personal Account" citizens and organizations can view information about concluded contracts, receive various notifications about the onset of the payment deadline, the appearance of debt, etc., as well as form receipts for payment.

Users enter the "Tenant's Personal Account" through authorization through Public services. In addition, the Tenant's Personal Account is integrated with the State Key mobile application, thanks to which citizens can sign the necessary lease agreement and additional agreements remotely using a phone or tablet.

The subsystem "Public Register" as part of the AIS UI LO allows you to download information from the system about the objects of state property registers of the Leningrad Region and municipal property of municipalities of the Leningrad Region according to the specified parameters. This allows all interested parties to view information about property objects that are in state and municipal ownership. The user can open the card of the object of interest, clarify its address and cadastral number, as well as find out the status - it is free or has some encumbrances.

With the help of the Automated Information System for Property Management of the Leningrad Region, we systematically build a single information circuit for all participants in the process of managing state and municipal property in the region. At this stage, we have added functionality to the system that allows us to provide public access to objects from the register of state and municipal property in automatic mode, which reduces the burden on our employees, as well as allows you to interact with tenants in electronic form. 2023: Completion of the project phase for the development of GIS "AIS UI LO"

On October 2, 2023, BFT-Holding announced the completion of the project stage for the development of the Automated Information System for Property Management of the Leningrad Region (GIS AIS UI LO). All executive authorities, local self-government bodies authorized in the field of land and property management, and accountable organizations are connected to the regional system. As a result of the project, functionality was added to AIS, and about 800 users received access to the system.

GIS "AIS UI LO" is state information system Leningrad Region designed for comprehensive automation of management processes state and municipal property. During the development project, all local governments of the region were connected to the system: 17 municipal districts and 1 urban district.

AIS allows the region to solve a number of important problems, including automation of state property management, ensuring the reliability and completeness of accounting for property objects, increasing local budget revenues by clarifying the tax base, predicting non-tax revenues during the development of the consolidated budget of the Leningrad Region, as well as organizing information interaction with other state information systems.

As a result of the modernization of the system, all the main business processes for property accounting were transferred to electronic form, legally significant document flow was ensured. As part of the project for the development of GIS "AIS UI LO," the developer has expanded its basic functionality. Now the system has access to the service "E-mail," online exchange of information with the Regional Geographic Information System (RGIS) of the Leningrad Region and automatic download of property information from information systems (IS) of institutions in the personal account of the balance holder.

The service "E-mail," implemented within the framework integration of the system, Russian Post Office will allow authorized bodies to digitally prepare and transmit letters to the postal service that require mass distribution. Among such correspondence are notifications about the indexation of rent, receipts for payment and other documents that were previously issued on paper media. Tenants who use the e-mail delivery services "" State mail on will Public Services Portal receive their notifications in their personal account. The next stage in the development of AIS UI LO was bilateral integration with the state information system "Regional Geo-Information System of the Leningrad Region" (RGIS LO). AIS users can now use data from the geo-information system directly from their operating interface. In addition, the composition of the transmitted information has been expanded and the "Maps" tab has been implemented. This will allow the governing bodies to update the data on the actual use of real estate objects and eliminate inconsistencies with official sources, for example, to identify cases of illegal use of land plots with an accurate determination of the geoposition of this territory. In addition to setting up these integration capabilities, GIS AIS UI LO also exchanges data with the State Information System on State and Municipal Payments (GIS GMP), Rosreestr and Petrostat.

Another service of AIS UI LO is downloading information from IP institutions. Now the data on different objects of property, as well as changes in the characteristics of objects that are already on the balance sheet, for example, registration of legal states of objects (transfer to operational management, economic management, write-off, etc.) are automatically loaded into the personal account of the balance holder. All the information entered can be quickly coordinated with colleagues right in the system. Updated information will be automatically displayed in the corresponding property registers.

As part of the project, BFT-Holding specialists also provided consulting support to local governments when switching to an updated system, as well as trained users to work with it.

As a result of the project, a single information space was created in the Leningrad Region for all participants in the process of managing state and municipal property. The region has received a digital tool to support property management activities that exchanges data with other federal and regional information systems. All executive authorities, local self-government bodies managing land and property, and subordinate organizations are connected to the GIS "AIS UI LO." This will make it possible to comprehensively approach the issues of property management and improve the quality of monitoring and analysis of revenues from its use.
