Alexey Golovinkin was born on July 6, 1992 in Petrozavodsk.
Education
He graduated from the chemical and biological class of Lyceum No. 40 in Petrozavodsk, then until 2015 he studied at the Petrozavodsk Construction College with a degree in Construction and Operation of Buildings and Structures.
After the technical school, Alexei Golovinkin went to Petrozavodsk State University and in 2019 graduated from there with a bachelor's degree in Expertise and Real Estate Management.
Career
2018-2020
In 2018, Alexey Golovinkin was a member of the Public Council under the State Committee of Karelia for Construction, Housing and Road Supervision. A year later, he was included in the personnel reserve of the republican government. There he worked with residents of houses built under the resettlement program from emergency housing, gave consultations and lectured on housing and communal services, helped immigrants defend rights.
In 2020, Golovinkin left for the Prionezhsky district and became its deputy head Grigory Shemet. There, he mainly oversaw social policy issues with an emphasis on housing, the rights of the incapacitated, minors and displaced.
2023: Leaving the post of Minister of Housing and Communal Services, power, Digitalization and Communications of Transbaikalia
On October 27, 2023, the Minister of Housing and Public Utilities, power, Digitalization and Communications of Transbaikalia Alexei Golovinkin resigned. The corresponding order was signed by the Governor of the Trans-Baikal Territory Alexander Osipov, according to the official portal of the region.
His deputy Ivan Larionov will act as minister. From 2019 until the appointment of the deputy minister, he headed the information protection department of the Ministry of Housing and Communal Services of Transbaikalia.
Golovinkin commented on his departure on his page in "Vkontakte," where he summed up the work and said that he would continue to work in the region. At the same time, his new position was not named by the end of October 2023.

2026: Criminal Abuse of Authority Case
In the Trans-Baikal Territory, a criminal case has been initiated against the former Minister of Housing and Communal Services, power engineering specialists digitalization and Communications of the region Alexei Golovinkin, who is suspected of abuse of office. This was announced on January 13, 2026 (Investigative Committee Russia TFR).
According to investigators, in 2023, Golovinkin did not provide proper treasury support when allocating a budget subsidy in the amount of more than 700 million rubles to one of the enterprises as part of a project to transfer private households from coal to gas heating. After the provision of funds, the defendant, according to the case file, did not provide control over their intended use and performance of work. It is alleged that Golovinkin acted out of personal interest.
As noted by the TFR, as a result of illegal actions, more than 115 million rubles were stolen, while the gasification of private households was not completed. Because of this, the achievement of the goals of the national project "Ecology" to improve the quality of atmospheric air in Chita was disrupted, which "significantly violated the rights of hundreds of thousands of residents to a favorable environment."
The criminal case was initiated in accordance with paragraphs "c," "e" of part 3 of article 286 of the Criminal Code of the Russian Federation - abuse of office out of other personal interest, which entailed grave consequences. Such acts are punishable by imprisonment for a term of 3 to 10 years with deprivation of the right to hold certain positions or engage in certain activities for up to 3 years.
According to RBC, it was originally planned that by the end of 2024 about 500 km of gas networks will be laid in Chita and 13 thousand houses will be connected. But it was not possible to complete the work on time: first, the completion of the project was postponed to the end of 2025, and then to the end of 2027.[2]
