2023: Road Safety Index Presentation

Urbanteh and the Higher School of Economics on November 15, 2023 presented a pilot All-Russian road safety index.

The tool allows you to comprehensively consider the situation on the roads and determine ways to reduce accidents.

The index is based on a complex technique that assesses several parameters. This is the severity of the consequences of an accident, the level of social and transport risk. The solution allows you to comprehensively assess the level of road traffic in each region. At the same time, the index is calculated on the basis of only official data from Rosstat, the NC BDD of the Ministry of Internal Affairs of Russia and the State Traffic Inspectorate.

For November 2023, Urbanteh and the HSE Research Institute are working together on an index with results for 2023. We plan to publish it in a few months - in March 2024. We can share the pilot of the project with the first results. A comprehensive analysis of data for all regions made it possible to determine the patterns on which road safety depends. These are investments in road infrastructure, the number and concentration of road cameras, as well as the staff of medical personnel. The results say that these factors directly affect the reduction of accidents and the consequences of accidents. The better these indicators, the safer the road, "said Konstantin Agureev, director of public relations at Urbantech.

The index also contains a "Portrait of an accident" for each region - these are parameters describing the picture of accidents in the subject. Thanks to this, it is possible to identify patterns and local factors that potentially affect the occurrence and severity of accidents.

{{quote 'The project takes into account external factors that affect the accident rate. This allows you to define growth areas. For example, if the subject has a high proportion of accidents involving pedestrians, then it is necessary to pay attention to the equipment of unregulated pedestrian crossings with traffic lights, control of the high-speed regime near such places, "said Konstantin Trofimenko, director of the Smart City Research Center at the Higher School of Economics. }}

The experts grouped the regions into four groups - levels with similar values: advanced, high, medium and low. The higher the level, the lower the social and transport risks, as well as the severity of the consequences of an accident.
