2023: Completion of a pilot project to automate the Treasury support process

BFT-Holding has completed a pilot project to automate the treasury support process at the Ministry of Finance of the Perm Territory. The region received a digital tool for visualizing data, automating the processes of supervising the execution of contracts subject to treasury support, building reports, monitoring and analyzing information on treasury support of government contracts. BFT announced this on November 23, 2023.

The Budget Code of the Russian Federation determines that the financial authorities of the constituent entities and municipalities of the country have the right to carry out treasury support of funds provided from the budget of the constituent entity, the local budget. In order to fulfill the requirements established by law in the implementation of treasury support, automation of processes and part of control operations, the Ministry of Finance of the Perm Territory decided to develop the information system for the execution of the budget "ADC-Finance" (IC "ADC-Finance") established in the region by introducing the "Subsystem of treasury support support."

As part of the pilot project in the region, a group of institutions was selected, which was the first to connect to the IS "ADC-Finance" and tested the entire process of interaction with financial bodies and the main managers of budgetary funds of the Perm region in digital format. According to the results of the project, it is planned to redistribute new opportunities for IP "ADC-Finance" to all municipal formations Perm Territory.

The financial authorities of the region will have opportunities for planning, accounting for obligations and cash execution of treasury support participants, including tools for monitoring and generating reports on all data necessary for the implementation of the treasury support process.

Now financial authorities will be able to open and maintain personal accounts of recipients of funds, indicate contract identifiers in electronic documents for separate accounting of the results of financial and economic activities for each contract, form information on transactions with targeted funds in electronic form, receive information about the stages of the process of processing the declared need according to the principle of a single window, and participants in treasury support - automatically form applications for expenses.

Interaction of participants in the authorization of transactions with targeted funds, as well as the exchange of documents between the financial authority, the recipient of funds and participants in treasury support will be carried out in electronic form.
