2023: Mishustin approved the launch of the system
In early December 2023, it became known about the signing by Prime Minister Mikhail Mishustin of a decree on monitoring the progress of the construction of facilities with federal funding in real time. In accordance with this document, the corresponding state information system (GIS) will work in Russia from January 1, 2024.
According to Deputy Prime Minister Marat Khusnullin, several control points have been selected for monitoring:
- obtaining a positive conclusion of the state examination;
- provision of the land plot to the customer;
- obtaining a building permit;
- conclusion of the contract for execution of construction and installation works or acquisition of the facility;
- installation of process equipment;
- connection of the facility to utility networks;
- obtaining an opinion of the state construction supervision body and permission to put the facility into operation, registration of rights to it.
Information on the actual achievement of control points should be provided to the GIS "Electronic Budget." The pilot project is being implemented in pilot mode on the example of a number of federal and regional facilities under construction. The necessary information and technical support is also being prepared.
It is expected that the implementation of monitoring will allow identifying risks and making timely management decisions - in particular, transferring funds from "lagging" facilities to accelerate the completion of other construction projects. As Kommersant writes with reference to the First Deputy Chairman of the Federation Council Committee on Federal Structure, Regional Policy and Local Self-Government Vladimir Gorodetsky, by 2023 there are about 66 thousand regional and almost 15 thousand federal "unfinished" facilities in Russia for a total amount of capital investments of 5 trillion rubles[1]
