In the spring of 2024, Russia launched a state register of solutions in the field of artificial intelligence (AI) for the construction sector. The initiative was implemented by ДОМ.РФ on the basis of an expert group on AI under the Ministry of Construction and Housing and Communal Services of Russia.

According to the ДОМ.РФ, the register is posted on the наш.дом.рф portal and is part of a large-scale regulatory work on the introduction of AI at all stages of the investment and construction cycle. The first version of the register includes products from more than 20 manufacturers of IT solutions, covering technologies such as computer vision, text recognition systems, classifiers of investment and construction models and generative neural networks for the integrated development of territories.

A register of AI solutions for the construction sector has started in Russia

Deputy Minister of Construction and Housing and Public Utilities RFKonstantin Mikhailik stressed that the creation of an open register of products available for replication is a key step in the implementation of the decree of the President of Russia to achieve digital maturity of key sectors of the economy by 2030. The main task of the project is to systematize the best digital practices for their further distribution and increase adoption in the construction industry.

Nikolai Kozak, Managing Director for IT and Digital Transformation of ДОМ.РФ, noted that work on filling the register will be carried out on an ongoing basis. Within the framework of the expert group, proposals are being collected by industry participants to create a universal platform for the exchange of impersonal data for the development of AI technologies.

The registry also plans to include its own ДОМ.РФ product - the DOM.CV intelligent documentation processing service. This platform is designed to recognize text data and extract named entities from it, which allows users to receive the necessary information in almost real time.[1]

On February 7, 2024, it became known about the work on the creation in Russia of a register of solutions using artificial intelligence in the field of urban planning. The project was implemented by the Ministry of Construction of the Russian Federation and Дом.рф.

The register of AI solutions, which will be created by the joint efforts of Дом.рф and the Ministry of Construction with the participation of the Ministry of Digital Development, is an opportunity for market players to choose the most effective and relevant product. We are aimed at comprehensive work, which includes the preparation of a regulatory framework, understandable methodology and specialized personnel, - said Nikolai Kozak, Managing Director for IT and Digital Transformation of Дом.рф, who headed the expert group on the implementation of AI in construction created under the Ministry of Construction.

This group will develop an AI implementation strategy for the industry. In particular, this is the creation of a system for evaluating AI solutions, which will help standardize and increase the efficiency of using AI. In addition, experts will form a methodology for piloting AI solutions in the industry, assessing the main risks and restrictions on the use of AI technologies. The group will also work on creating a register of AI technologies in the construction industry.

According to Nikolai Kozak's forecasts, the economic effect of the introduction of AI in the construction sector could reach 2.7 trillion rubles by 2029-2034. Such technologies will help companies build faster, more reliably and with less costs, said the Chief information officer of Дом.рф. According to him, a professional developer will turn his benefits from the introduction of technology into a benefit for the buyer, uses to improve the quality of housing. These can be eco-friendly materials, smart home systems, additional landscaping or plus another playground in the yard, Kozak added.[2]
