2024: Transition to Postgres Pro Certified DBMS

Ministry of Finance of Chelyabinsk Region has BFT-Holding jointly implemented a project to transfer information systems (IE) of budget execution and planning to the database management system (). DBMS Postgres Pro Certified Migration to a certified Russian solution allowed FSTEC the agency to completely exclude IT equipment and software products of foreign vendors from its -landschaft, while maintaining high quality processing data and ease of work for end users. The Ministry of Finance of the Chelyabinsk Region is gradually building the technological sovereignty of the region's budget system. So, within the framework of the state import substitution strategy, there was a transition to domestic software: the execution and planning systems of the regional budget were transferred from the foreign DBMS to Postgres Pro Certified - a certified version of the database management system from the Russian developer Postgres Professional LLC, which meets the requirements of the Federal Service for Technical and Export Control (FSTEC) and is included in the register of domestic software.

These information systems of the Ministry of Finance are of great value and are an integral part of the key processes for ensuring the life and development of the region, "said Alexander Gryazev, First Deputy Minister of Finance of the Chelyabinsk Region. - Planning migration to domestic software, we clearly understood that it is necessary to preserve the format of work that has already been built in the ministry, ensuring the usual level of security of digital data and the convenience of working with them. At the same time, make the transition process as smooth and painless as possible for numerous users of our systems.

According to the first deputy minister, at the stage of preparation for the transition to new data management systems, technical requirements for domestic data storage systems, server equipment and virtualization system were carefully worked out.

Of fundamental importance were the full compatibility of operating systems, the ability to provide backup and recovery of data in the event of any failures, as well as the overall fault and disaster tolerance of the system. We worked out all these points together with the specialists of BFT-Holding and found solutions that suit us, - said Alexander Gryazev.

During the implementation of the project, the regional Ministry of Finance deployed a completely domestic segment of IT infrastructure. Specialists of BFT-Holding and the Ministry transferred from the foreign DBMS to Postgres Pro Certified the automation system of financial and treasury bodies based on the software complex "ADC-Finance," the system for monitoring the planning and analysis of the budget "ADC-Planning" and the information and analytical portal "ACC-Open Budget." At the same time, all the functionality of these software products and the existing mechanisms for their information exchange with external ICs were preserved.

As of March 2024, the automated interaction of participants in the budget process within the framework of public finance management and budget execution in the Chelyabinsk region is organized entirely on the basis of a new import-substituted DBMS. All systems operate normally and ensure stable operation of databases that are used by about four thousand users daily. At the same time, end users note an increase in system performance.

In addition, due to the transition to domestic software, the Ministry of Finance of the region closed the needs for additional security functions, which increased the level of security of the region's IP, and also received constant technical support, with which Russian users had problems when using foreign DBMS.
