On June 5, 2024, it became known that the Ministry of Digital Development of the Russian Federation is working with the federal executive authorities (FOIV) on the creation of a single platform to counter various types of fraud using information technologies. We are talking, in particular, about the fight against deepfakes and other schemes based on the use of artificial intelligence.

According to Interfax, Deputy Head of the Ministry of Digital Development Alexander Shoytov told about the new initiative. According to him, it was possible to achieve certain successes in the fight against such types of fraud as telephone calls from replacement numbers, spam calls, the use of "gray" SIM-cards, etc. However, as digital technologies develop, attackers are actively introducing new tools, including those based on AI algorithms. In this regard, according to Shoitov, there is a lot of work to be done to combat various types of threats.

It is assumed that information from existing systems, such as Antifrod and Antifishing, will be transmitted to the platform. In addition, certain data from telecom operators and financial organizations will be analyzed. In general, it is expected that information about all facts of fraud will be accumulated on the platform - these information will be exchanged by project participants to improve the effectiveness of the fight against cybercrime. In addition, it is proposed to integrate a single CERT center (Computer Emergency Response Team, computer incident response group) on the platform, which will quickly counteract various types of fraud.[1]

The publication notes that by March 2024, deepfakes are manually identified by criminologists and information security specialists analyzing specific videos. Signs of counterfeiting are considered to be a wavy pattern that is not on the subject and which occurs due to the superimposition of one image on another, shaking, speech delay, gluing, violation of audio recording streams and histogram features.

The government believes that the creation of a single platform will contribute to the disclosure of crimes. According to experts interviewed by Vedomosti, banks and other financial institutions, media, owners of large Telegram channels and social networks are interested in creating such a mechanism.

The only option for protecting against the illegal use of deepfakes can be watermarks, which should be installed by the developer of the technology himself, believes AI-architect of the Samolet Group of Companies, expert of the Alliance of Artificial Intelligence Andrei Komissarov. But such marking is unprofitable for the services themselves, unless it becomes mandatory, he noted.

According to Alexei Borshchov, product manager at Just AI, the deepfake detection system, the creation of which is an order from the Ministry of Digital Development, can be a browser plugin that will automatically scan sites for AI content.[2]
