2024: The advent of the city's digital twin

The city of Noyabrsk in the Yamalo-Nenets Autonomous Okrug has a digital twin in the form of a 3D map containing databases on real estate, land, communications and transport infrastructure. This became known on June 29, 2024.

According to the press service of MegaFon, which developed a multifunctional geoportal of the city's industrial zone by order of the local administration, a digital copy will optimize the work of municipal structures and increase the efficiency of management decisions.

The industrial zone of Noyabrsk, which occupies 44.3% of the city's territory (17.2 sq. Km), became the first object of digitalization. To create a virtual copy, aerial photography was carried out and information from the Unified Mapping System of the Yamalo-Nenets Autonomous Okrug, the resources of Roskadastra and Rosreestra was integrated.

The new platform will provide the city authorities with the opportunity to identify misuse of land, identify objects built without permission, assess the prospects for new construction and monitor current construction sites.

Director for National Projects "MegaFon" Alexander Kaloshin expressed confidence that this digital solution will help partners in Noyabrsk to reach a new level of management and creating a comfortable urban environment.

The deputy head of Noyabrsk, Sergei Gorbachev, noted that the leadership of the municipality sees great potential in the project and plans to expand its capabilities. In 2025, it is planned to create a detailed orthophotos of residential areas of the city and connect all the necessary working layers to the digital model.

The creation of a digital twin of Noyabrsk is part of the general trend towards the digitalization of urban management in Russia. Such technologies allow you to more accurately plan the development of infrastructure, optimize costs and improve the quality of life of citizens.[1]
