2025: Chairman of the Government of the Russian Federation Mikhail Mishustin approved the creation of GIS control over SIM-cards
Prime Minister RFMikhail Mishustin signed a decree of March 18, 2025 "On the state information system for monitoring the performance of obligations by telecom operators in the provision of communication services." We are talking about creating GIS control over SIM-cards.
In August 2024, a law was adopted in Russia, which implies tightening the accounting of SIM-cards. In particular, foreign citizens will be able to apply for no more than 10 SIM-cards. For Russian citizens, a limit of 20 units is set. At the same time, Roskomnadzor should monitor the fulfillment by mobile radiotelephone operators of obligations to verify the reliability of information about subscribers, the number of subscriber numbers allocated to an individual, as well as to check the use of the identification module in user equipment (IMEI). The actual monitoring is carried out using GIS control over SIM-cards.
The platform operator is responsible for its 24/7 continuous operation, except in cases of technical problems (process failures). Participants in interaction with the monitoring system are Ministry of Digital Development, Roskomnadzor, the radio frequency service, telecom operators and bodies carrying out operational-search activities.
The new platform interacts with a number of other information systems. These include the Unified Identification and Authentication System (ESIA), Unified Portal of Public Services ((EPGU), GIS GIS, Unified Biometric System (EBS), the Unified Information System of Roskomnadzor, the Information System of the Ministry of Digital Development, designed to process, store, search and issue information in the field of communication (in terms of the register of the Russian system and numbering plan and database of transferred subscriber numbers), etc.[1]
2024: Ministry of Digital Development estimated at 3 billion rubles the costs of operators for data transmission in GIS KSIM
The total expenses of Russian mobile operators for the transfer of data on their subscribers to the new system of Roskomnadzor will amount to more than ₽3 billion. As RBC writes in the issue of September 5, 2024, a new state information system for monitoring the performance of telecom operators in the provision of services (GIS KSIM) is being created to implement the recently adopted legislative changes. The system will allow you to control the number of SIM cards from subscribers - citizens Russia and foreign citizens - and will become a tool for stopping the service of subscribers who have exceeded the established limits.
In August 2024, Russian President Vladimir Putin signed a law limiting the number of SIM cards per person. Russians will be able to own no more than 20 SIM cards, and for foreign citizens this limit will be 10 SIM cards. Contracts with foreign citizens will be concluded only in person, provided that the subscriber's data is registered in the Unified Biometric System (EBS).
The draft resolution also sets additional requirements for mobile operators. In particular, they are obliged to transfer data on the number of numbers allocated to individuals and legal entities, data on employees who have entered into an agreement, and other information. The new rules will come into force on April 1, 2025 and will affect 132 telecom operators.
According to representatives of the Ministry of Ministry of Digital Development, the lack of up-to-date information on the number of SIM cards can contribute to the use of communication services for illegal purposes. The new system will be integrated with the existing resources of Roskomnadzor and will expand the list of transmitted information. In addition, operators will be able to check whether the limit of SIM cards per subscriber has been exceeded.[2]
