​Avto-PEK tests transportation with electronic waybills. SKB Kontur announced this on September 5, 2024.

According to the results of a pilot project conducted jointly with the EDO operator Kontur, the carrier halved the volume of paper waybills on 200 flights in the Moscow region.

The transport company Avto-PEK (part of the PEK Group of Companies) tested delivery with electronic waybills (EPL) in the Moscow region. During the month, the carrier completed more than 200 such flights on vehicles with a carrying capacity of up to 3.5 tons.

To reduce the labor costs of the carrier, the EDO operator Kontur has transferred each stage of filling out transport documents, from entering information about transportation to a post-trip medical examination, to an online format. During the experiment, the data were automatically received by the online system for their processing, verification and registration of electronic waybills. Then the operator sent EPL to the State Information System Electronic Transport Documents (GIS EPD), which issued QR codes for drivers, said Oksana Leonova, an expert at the Logistics service of SKB Kontur.

By the end of 2024, the company plans to switch to regular transportation with electronic waybills in the Moscow region. The scaling of the project will depend on the interim results of the work, explained Denis Dinisenko, Chief information officer of Avto-PEK.

According to to data SKB Kontur, from January to July 2024, the demand for delivery from EPL Russia in tripled. According to Oksana Leonova, since March 2023, when the electronic waybill format came into force, and it became possible to legally replace paper waybills with digital counterparts, companies are systematically increasing delivery volumes in this format.

Most of all, the demand for transportation with electronic waybills has grown among retailers, since from March 1, 2025, EPL, when transporting alcoholic beverages by its own transport, will be able to replace paper typical technological work order, and from September 1, 2026, it will become mandatory. The use of electronic transportation documents in transportation is provided for by the Federal Law "On Amendments to the Law on State Regulation of the Production and Circulation of Ethyl Alcohol, Alcoholic and Alcohol-Containing Products," explained the Logistics service expert SKB Kontur. According to the EDO operator, the passenger segment is in second place in terms of demand dynamics, and freight transportation is in third place.

According to Oksana Leonova, in order for the demand for transportation with electronic waybills to continue to grow in other industries, it is important to finalize document formats for special vehicles, including additional fields, for example, accounting for fuels and lubricants. In addition, it is necessary to develop a digital analogue of tear-off coupons, which are used in the waybills of the construction industry for billing - fill out their owners of special vehicles.
